The list of Landtag constituencies in Hesse lists all constituencies for the election of the Hessian Landtag .

The Hessian state parliament has 110 members . 55 of these are elected via state lists and a further 55 in electoral districts. The constituency candidate with a relative majority is elected. Each constituency candidate has a deputy. If the directly elected candidate is eliminated, his deputy follows him. If this also leaves, the next not yet appointed applicant on the state list of his party moves up. The state election law provides for compensatory mandates if overhang mandates occur in order to ensure a proportional distribution of seats according to the state votes.

The electoral districts are set out in the appendix to Section 7 of the Hessian state election law. The numbering is from north to south.

In 2017, a provision was added to the state election law according to which the number of German residents in each constituency may deviate from the average of all constituencies by a maximum of 25 percent. At the same time, 16 constituencies were redefined in order to comply with this provision. The opposition factions in the state parliament criticized the fact that, despite the changes, constituencies could deviate by more than 25 percent from the average, since the reform was based on an outdated population from 2015. In March 2018 it became known that the constituency of Frankfurt am Main I had a deviation of more than 25 percent downwards. The city of Frankfurt had incorrectly calculated the population there. The State Court of Hesse ruled on May 9, 2018 that constituency 34 (Frankfurt am Main I) must be redefined. As a result, the city of Frankfurt suggested adding part of the Schwanheim district from constituency 37 to constituency 34. The state parliament passed a corresponding amendment to the law, which came into force on June 30, 2018.

history

There have been 55 constituencies since 1970. Today's constituencies are largely based on an amendment to the state electoral law by a law of September 18, 1980 (GVBl. I p. 325), which came into force on January 1, 1983. In 2005 the number of constituencies in Wiesbaden was reduced by one, an additional constituency was formed in the Wetteraukreis and the layout of the constituencies in the districts of Gießen and Kassel was changed. Nevertheless, the sizes of the constituencies differ by up to 33%. The Hessian State Court declared this to be lawful in 2004.

Until the state elections in 1987 , voters only had one vote, which was used to determine both the constituency result and the state result. A major change in the electoral law took place in 1988 under pressure from the FDP with the introduction of first and second votes .

Between the state elections in 1950 and the state elections in 1966 there were 48 constituencies in Hesse. This regulation was introduced by the Hessian state election law of September 18, 1950.
