List of parliamentary electoral districts in Berlin 2011
The list of the Berlin House of Representatives 2011 contains the constituencies for the 17th election to the Berlin House of Representatives on September 18, 2011.
Basics
According to the current legal situation, the Berlin House of Representatives has 130 members . Of these, 52 are elected via state lists ( second vote ) and a further 78 via constituencies.
The constituency candidate with a relative majority of the first votes is elected. In the event of a tie, the lot drawn by the district returning officer decides . In contrast to the regulation of the Bundestag election, the state electoral law provides for compensatory mandates if a party has more constituency members than it would be entitled to after the second vote ( overhang seats ). It is therefore always ensured that the strength of the political groups corresponds to the result of the second vote.
Distribution of constituencies to the districts
The 78 electoral districts are distributed among the 12 districts proportionally to the number of eligible voters. This is redefined based on the current population figures before each election to the Berlin House of Representatives . The delimitation of the constituencies is carried out independently by the districts.
Compared to the old constituency division from 2006 , Marzahn-Hellersdorf lost one constituency, while Friedrichshain-Kreuzberg gained one constituency. There are also border changes in the eight constituencies of Tempelhof-Schöneberg and in constituencies 2, 3 and 4 of Treptow-Köpenick .
