The list of Landtag constituencies in Schleswig-Holstein lists all constituencies for the election of the Schleswig-Holstein Landtag .
Effects on MPs
The Schleswig-Holstein state parliament has a certain number of members , of which one candidate is directly elected per constituency, the other seats are elected via state lists (second vote). The constituency candidate with a relative majority is elected. Constituency candidates do not have a deputy. If the directly elected candidate is eliminated, he will be replaced by a successor from the country list for which the eliminated person appeared in the election.
The state electoral law provides for compensatory mandates if a party has more constituency representatives than it would be entitled to after the second vote ( overhang mandates ). It is therefore always ensured that the strength of the political groups corresponds to the result of the second vote.
Cutting the constituencies
The electoral districts themselves are determined by the state election committee. They are to be tailored so that they have the same population as possible and form a coherent whole. Municipal boundaries should only be cut through in exceptional cases. Such exceptions are currently only available for Kiel and Lübeck, which currently have three constituencies each.
Changes
Up to and including the state elections in 2005 , Schleswig-Holstein was divided into 45 constituencies. In 1997 the state parliament decided to change the electoral law, through which the second vote was introduced.
For the 2005 election, the number of constituencies was reduced to 40, and the regular number of MPs (excluding overhang and compensatory mandates) was reduced to 69. For the 2009 state election , the description of the constituencies was slightly changed to reflect the administrative reform resulting from the local administrative structure - and map areas. In addition, the layout of constituencies 29 and 31 has been changed. This change was decided on December 11, 2007 by the constituency committee of the state parliament and corrected on August 11, 2008 by the state returning officer.
For the 2012 state elections , the number of constituencies or direct mandates was reduced to 35 as part of an electoral reform. On May 27, 2011, the constituency committee of the state parliament decided the necessary reallocation of the constituencies, as a result of which the districts of North Friesland, Rendsburg-Eckernförde, Ostholstein and the Duchy of Lauenburg and the city of Lübeck each lost one constituency.
On April 22, 2015, the electoral district exclusion of the state parliament decided to reorganize the electoral districts for the upcoming state election, which became necessary due to the population development. The Lübeck-Süd constituency was re-established, while the Schleswig-Nord constituency was dissolved. Other constituencies were also given a new delimitation and, in some cases, a new name. The reclassification came into effect on May 29, 2015.
