The current division has existed since the state elections in 2000. Before that, the city of Flensburg always had two constituencies. The constituency was number 4 until 2009.

In addition to the constituency member Heiner Dunckel, who succeeded the newly elected Mayor of Flensburg, Simone Lange, as a direct candidate for the SPD, the direct candidates of the FDP, Kay Richert, and the Greens, Rasmus Andresen, were elected to the state parliament via the state lists of their parties.
