The state election in Schleswig-Holstein 2017 was the election for the 19th state parliament of Schleswig-Holstein . It took place on May 7, 2017. More than 2.3 million Schleswig-Holstein residents were eligible to vote , including for the first time around 57,000 young people aged 16 and over. The turnout was 64.2 percent; in 2012 it was 60.2 percent.

About five weeks after the election, the CDU, the Greens and the FDP agreed to form a coalition. On June 28, 2017, Daniel Günther was elected Prime Minister, he then appointed his cabinet .

Starting position

In the previous election in 2012 , the CDU received the most votes with 30.8 percent, followed by the SPD with 30.4 percent and the Greens with 13.2 percent. The left left the state parliament with 2.3 percent. The Pirate Party won the state parliament with 8.2 percent of the vote. The FDP was 51 votes ahead of the Pirate Party. As a result of the Bonn-Copenhagen declarations, the SSW is exempt from the five percent hurdle and 4.6 percent was enough for it to enter the state parliament. The turnout fell by 13.4 percentage points to 60.2 percent. After exploratory talks, a coalition government consisting of the SPD , Greens and SSW came about in a so-called Danish traffic light (also known as the coastal coalition ).

Parties and candidates

Candidates

425 applicants ran for election. 289 applicants (2012: 232) ran for a direct mandate in the 35 constituencies. 328 applicants (2012: 303) stood for election on 13 state lists . 309 candidates were opposed to 116 female candidates. The quota of women thus fell slightly compared to 2012 to 27.3 percent.

15 parties and political associations announced their participation in the elections by February 24th. 14 of these were recognized as parties by the state election committee. Initiative 146 was not recognized as a party. Seven parties were able to submit nominations without supporting signatures because they are represented in the state parliament or with at least one member of the German Bundestag elected in Schleswig-Holstein . Parties not represented in the state parliament had to submit 1,000 support signatures. The list of the party “The Straight Party” (DGP) was not approved because it was not accompanied by the at least 1000 support signatures of eligible voters with the certification of the signatories' right to vote.

Parties represented in the state parliament

The top candidate of the CDU Schleswig-Holstein was its state and parliamentary group chairman Daniel Günther . The CDU relied on a safe life in Schleswig-Holstein. This included not only internal security , but also that the institutions of the state complete their tasks quickly and reliably.

As in the state elections in 2012, the Prime Minister Torsten Albig was the top candidate of the SPD Schleswig-Holstein .

The Greens' top candidate was their finance minister, Monika Heinold .

Wolfgang Kubicki was the top candidate of the FDP Schleswig-Holstein for the sixth time . In its election manifesto, the FDP called for parental contributions to be capped at 200 euros for children under three and at 150 euros up to six years of age. The demand for an investment requirement in the constitution and a change in the property transfer tax were further key points in the election manifesto.

In its election manifesto, the Pirate Party of Schleswig-Holstein advocated its core issues of transparency, citizen participation, data protection and education. The top candidate was their parliamentary group leader Patrick Breyer .

Lars Harms was the top candidate and chairman of the SSW in the Schleswig-Holstein state parliament.

Parties not represented in the Landtag

The top candidate of the AfD Schleswig-Holstein was Jörg Nobis . The AfD called for direct democracy based on the Swiss model , a strengthening of the police and the judiciary , the strengthening of the traditional family , the preservation of the multi-tier school system , the introduction of a criminal offense of tax waste , the abolition of the property transfer tax and the Renewable Energy Sources Act , improvements in the Livestock farming , an end to refugee policy since 2015 , a consistent enforcement of rejected asylum applications and participation of citizens on integration and immigration issues.

The top candidate for Die Linke Schleswig-Holstein was Marianne Kolter . The title of their election program was: “For Schleswig-Holstein in solidarity. A strong LEFT is changing the country. ”In it, the Left called for, among other things, the fight against child and old age poverty , affordable housing and a good education.

The top candidate of the family party was its deputy federal chairman Kirsten Bollongino from Büchen. The family party called for family suffrage , as social processes are decided for everyone - whether young or old. Education was a focus in the state election program. Among other things, school transport, initial training and sports and cultural clubs should be free. Improvement of the infrastructure and the compatibility of family and work were further key concerns of the party in the election campaign as well as a grant for family vacation for financially weak families.

The main concerns of the Free Voters in their election manifesto were education, security and infrastructure. Your top candidate was Thomas Thedens from Bad Segeberg .

The Liberal-Conservative Reformers (LKR) ran for the first time in a state election in Schleswig-Holstein with their top candidate and state chairman Jürgen Joost. Energy policy, infrastructure, security, family policy and education policy were their main concerns in the election campaign.

The satire party The PARTY entered for the first time with a state list for a state election in Schleswig-Holstein. Among other things, she demanded the conversion of HSH Nordbank into a state brewery ("HSH Nordbier"), and she also wanted an expansion of the "Indian reservation" in Bad Segeberg and more rights for non-smokers and smokers.

The party "Zukunft.Schleswig-Holstein" (Z.SH) emerged from a referendum that campaigned for the security of basic medical care in the district of North Friesland , where it also had its focus. Constituencies and constituencies

Constituency division 2017

On April 22, 2015, the constituency committee of the state parliament decided to reorganize the electoral districts for the upcoming state election, which had become necessary due to the population development. The Lübeck-Süd constituency was re-established, while the Schleswig-Nord constituency was dissolved. Other constituencies were also given a new delimitation and, in some cases, a new name. The reclassification came into effect on May 29, 2015.

The five percent hurdle applied to the parties participating in the election. As a result of the Bonn-Copenhagen declarations , parties belonging to the Danish minority are exempt from this, which is the case for the SSW.

For the first time, the election notifications were written in plain language , which led to discussions among the citizens.

As with other elections, it was possible to vote by post or to vote in the election office before the actual election date. The latest date for this was May 5th.

Results

The governing parties SPD, Greens and SSW recorded slight to medium losses, the CDU and FDP corresponding gains. The slim majority of the governing coalition was lost. The Pirate Party lost around 85% of its voters and was no longer represented in the state parliament, while the AfD moved into the Schleswig-Holstein parliament for the first time with just under 6 percent. The Left Party improved, but like the other parties remained below 5 percent.

Proportion of women

In percentage terms, there will be fewer women in the state parliament than in previous decades. 22 women were elected, which corresponds to 30.1 percent of the 73 MPs. In 2012 it was 39.1 percent, in 2009 36.8 percent women belonged to the state parliament, in 2005 it was 34.7 percent and in 1996 41.3 percent.

According to the quotation rules of the Bündnis90 / Die Grünen party, 50 percent of the ten mandate holders send the highest proportion of women in the 19th electoral term. Almost half are in the SPD with ten women of the 21 MPs. The CDU has three women among its 25 members. The FDP has two women under nine members of the state parliament, the AfD has one woman under five and the SSW has one woman among its three members of the state parliament.
