For the successor to the outgoing Prime Minister Helmut Lemke (CDU), the former Federal Minister of Science , Gerhard Stoltenberg , applied for the CDU and the state and parliamentary group chairman Jochen Steffen for the SPD . Steffen ran for the office of Prime Minister for the second time and was opposition leader in the state parliament .

Previous state election

In the state elections on April 23, 1967 , the CDU and FDP formed a coalition , with the majority of which confirmed Helmut Lemke as prime minister.

The SPD under Jochen Steffen could not take over the government . The Südschleswigsche Voters' Association (SSW), which was exempt from the five percent hurdle , was represented by a member in the state parliament. The right-wing extremist NPD also made it into the state parliament with four members.
