The state constituency of Elmshorn (constituency 21, 2012: constituency 22, until 2009: constituency 25) is a state electoral district in Schleswig-Holstein . Its area includes the towns of Elmshorn and Tornesch and the Elmshorn-Land district from the Pinneberg district . The municipality of Appen , which used to be part of the constituency , moved to the Pinneberg-Elbmarschen state electoral district for the 2017 state election .
