The Verbandsgemeinde Rhein-Mosel is an administrative unit in the legal form of a regional authority in the district of Mayen-Koblenz in Rhineland-Palatinate . It emerged on July 1, 2014 from the merger of the Verbandsgemeinden Rhens and Untermosel . It includes the city of Rhens and 17 independent local communities , the administrative seat is in the local community Kobern-Gondorf with an administrative office in the city of Rhens.

With around 27,000 inhabitants, it is the second largest association municipality in the district of Mayen-Koblenz after Weißenthurm .

As part of the second Rhineland-Palatinate municipal and administrative reform of September 28, 2010, association communities with fewer than 12,000 inhabitants are to be merged in order to ensure their viability. The Verbandsgemeinde Rhens , which has fewer than 9,000 inhabitants, then began looking for a suitable merger partner within the so-called "voluntary phase", which ran until June 30, 2012, in order to anticipate a forced merger and to be able to claim a corresponding subsidy from the state . After exploratory talks and negotiations with neighboring regional authorities as well as the examination of reports by the State Ministry of the Interior, it was decided in May 2011 to start merger talks with the Lower Moselle community. On January 17, 2012, an agreement was reached on the key points of a merger.

On March 22, 2012, the municipal councils of the two municipalities voted for the merger, unanimously in Rhens and one against in Lower Moselle. The merger agreement was signed on July 2nd by the mayors of the municipalities Helmut Schreiber (Rhens) and Bruno Seibeld (Lower Moselle) in Rhens.
