The Verbandsgemeinde Wittlich-Land is an administrative unit in the legal form of a regional authority in the district of Bernkastel-Wittlich in Rhineland-Palatinate . The Verbandsgemeinde includes the city of Manderscheid and 44 independent local communities , the administrative seat is in the city of Wittlich , which does not belong to the Verbandsgemeinde. 30,497 inhabitants live in the administrative area.

The new Verbandsgemeinde Wittlich-Land was created on July 1, 2014 through the incorporation of the communities that had previously belonged to the Verbandsgemeinde Manderscheid into the previous Verbandsgemeinde Wittlich-Land .

history

The Verbandsgemeinde Wittlich-Land and the previous Verbandsgemeinde Manderscheid were established in 1968 as part of the first administrative reform in Rhineland-Palatinate from several offices from the Prussian period .

On September 28, 2010 the state government passed the “First Law on Local and Administrative Reform” with the aim of improving the efficiency, competitiveness and administrative power of local structures. With regard to the association communities, it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). The Verbandsgemeinde Manderscheid had 7,943 inhabitants on the reference date. During the so-called voluntary phase, which was limited to June 30, 2012, a voluntary amalgamation of the Verbandsgemeinde Manderscheid with a neighboring regional authority did not come about.

On December 20, 2013, a state law decreed that the Manderscheid community was incorporated into the Wittlich-Land community on July 1, 2014.

Both municipalities had submitted a norm review complaint to the Rhineland-Palatinate Constitutional Court in Koblenz . On January 11, 2016, the lawsuits were rejected by the Constitutional Court.

Full-time mayor until 2014 was Christoph Holkenbrink, CDU. Dennis Junk (CDU) was directly elected mayor of the new community on June 8, 2014 in a run-off election with 55.44% . His eight-year term began on July 1, 2014.
