In the election for the 21st Hamburg citizenship on February 15, 2015, 56.5 percent of the 1,299,411 people eligible to vote took part. The voter turnout was thus below the lowest result so far in 2011. For the second time, the electoral law , which had been changed since 2009, was applied. The active voting age had previously been reduced to 16 years. In addition, the electoral term was extended from four to five years, so that the next regular election for citizenship was due in spring 2020 . For the first time, the district assemblies were not elected at the same time as the citizenship, as they were already elected on May 25, 2014 together with the European elections. As a result, the SPD , which has ruled alone under Mayor Olaf Scholz since the 2011 election , lost its absolute majority and formed a government coalition with the Greens .

Suffrage

The 121 MPs were elected according to the electoral law that has been in force since 2009. 71 mandates were awarded directly in the 17 multi-mandate constituencies (3–5 seats) via open constituency lists , the remaining 50 via open state lists . Each voter had a total of ten votes, five constituency votes for the direct candidates in the constituency and five state votes for candidates on the state lists or for state lists in their entirety. The five votes could be accumulated (accumulated) or distributed (variegated) at will for one person (or party in the case of the state list).

In the 2011 parliamentary elections , the SPD achieved 48.4% of the votes and thus won the absolute majority of the seats in the parliament. The CDU got 21.9% of the vote. The Greens (then still GAL) achieved 11.2%. The FDP was able to move into the citizenry as an opposition party with 6.7%. The left was able to keep its result of 6.4% and entered the citizenry for the second time. The Pirate Party achieved a result of 2.1% and thus remained well below the five percent threshold .

Candidacies

Parties or groups of voters who have not been represented in the Bundestag or a Landtag since the last election or whose party status was not determined in the last Bundestag election had to report their participation to the Land Returning Officer by November 17, 2014.

State lists and constituency lists had to be submitted by December 11, 2014. Parties or groups of voters who are not represented in the Bundestag or a Landtag had to submit 1000 support signatures for the state list and 100 support signatures per constituency list for approval .

The straight party (DGP) had submitted a state list, but could not provide the necessary support signatures. The Alternative zu Deutschland (AzD) had submitted an advertisement and was recognized as a political association, but did not submit any nominations for a state list. Bus acceleration

The SPD government in Hamburg decided to launch a bus acceleration program to expand capacity in local public transport and to reduce operating costs. FDP, CDU and Die Linke reject it, the Greens are now supporting it after the original rejection and preference for switching to light rail operations . The aim is to shorten travel times so that more journeys can be made with the same number of buses and staff. The cost of the entire bus acceleration program has been calculated at 259 million euros and is expected to be completed in 2020. The renovation work began in September 2012, which also includes measures required for general motor vehicle and bicycle traffic . Until 2016, the metrobus lines M2, M3, M4, M5, M6, M7, M20, M21 and M25 as well as other bus lines operating on these route sections are affected. For the implementation of the program, intersections will be rebuilt, which will require 203 parking spaces. 59 of these parking spaces will be replaced. A survey showed a clear rejection of the population.

Elbphilharmonie

A concert hall of global importance with a height of up to 110 meters is to be built in HafenCity. Inside there will be space for a hall with 2100 seats, a hotel, 45 apartments and a restaurant.

Originally, costs of 77 million euros for the Free and Hanseatic City of Hamburg were estimated in the basic assessment. When the contract was signed in 2007, costs rose to 114 million euros and in 2008 to 323 million euros. The construction company Hochtief put the costs in 2011 at 476 million euros. In December 2012, the SPD Senate and Hochtief agreed on a net final construction sum of 575 million euros for the concert hall. Including the costs for the commercial sector (hotel, apartments, gastronomy) and the preliminary planning, the costs for the city amount to 789 million euros. The FDP and Die Linke criticize the cost increases and the high demands for the building. The Greens and the CDU criticize the high cost increases of the building project by the SPD Senate. In the final report of the Elbphilharmonie Parliamentary Committee of Inquiry , Ole von Beust (CDU), his former State Councilor in the Senate Chancellery, and Senator for Culture Karin von Welck (independent, proposed by the CDU) were among the political representatives who were mainly responsible for the cost increase.

National debt

The FDP calls for the legalization of cannabis in order to gain state control over the shadow market. The Greens would like a model project for Hamburg for the limited supply of cannabis to adults. The left wants to legalize all drugs in order to better help those affected. The CDU does not want to legalize illegal drugs and warns of the harm caused by the drugs. The SPD is against the legalization of cannabis in order to protect children and young people in particular from permanent damage and warns against stoner tourism . The New Liberals demand the legalization of all psychoactive substances.

Coalition statements

Olaf Scholz sought an absolute majority, he ruled out a coalition with the Left or the FDP. He also announced that he wanted to negotiate with the Greens first.

CDU top candidate Dietrich Wersich announced in a TV duel hosted by Hamburg1 and the Hamburger Abendblatt: We are ready for the grand coalition.

The Greens did not commit to a coalition statement. For example, they demonstratively stayed away from the traditional New Year's reception of the Senate, while top candidate Katharina Fegebank was campaigning on the Outer Alster.

The left wanted to remain an opposition party in the coming citizenship. A coalition government with the SPD was ruled out. The formation of a government under CDU leadership was not even discussed due to the numerous differences in content.

According to an interview in September 2014, the FDP sought a coalition with the SPD, which, however, was clearly rejected by Olaf Scholz in the last week before the polls.

Campaign Funding

There are said to have been more than 100,000 election posters on Hamburg's streets during the election campaign. The SPD is said to have invested by far the largest amount of 800,000 euros in the Hamburg election campaign. Followed by the CDU with 615,000 euros. The CDU candidates had to finance their election campaign themselves, Birgit Stöver, for example, with 5,000 euros. The left had a budget of 250,000 euros. The election campaign of the Greens cost 200,000 euros. In the case of the Greens, for example , 10,000 euros were approved for one of the 17 constituencies - the Harburg constituency ; The candidates have raised further funds privately. The budget of the FDP was initially 150,000 euros and was thus the smallest budget of all parties represented in the citizenry. Donations from (old) liberals increased the campaign budget to 300,000 euros. Major donors were u. a. by Randolf Rodenstock and the car manufacturer BMW . The New Liberals put their election campaign costs for the whole of Hamburg at around 35,000 euros.

Disturbances in the election campaign

The Alternative für Deutschland complained about obstacles to their election campaigns due to the destruction of election posters, disruption of election campaign events, attempts to intimidate candidates and property damage to the homes of candidates. The SPD had lost the narrow absolute majority of the mandates it held after the 2011 election and needed a coalition partner. With 45.6 percent, the Senate Scholz I was clearly confirmed in office. The CDU continued to lose and, with 15.9 percent, achieved the worst result in an election in Hamburg at the time and thus undercut the worst state result so far from the federal election in 1949. Dietrich Wersich (CDU) then did not rejoin the parliamentary group. The Greens, the Left and the FDP were able to make profits. The AfD was able to move into the citizenship with its 6.1 percent and thus into the first West German state parliament. All other parties missed the five percent hurdle.

As a result of the election result, the SPD began negotiations with the Greens to form a joint government. These were completed at the beginning of April 2015 and the results were presented to the public at a press conference on April 8, 2015. The Greens voted on the treaty on April 12th at a general assembly and the Social Democrats on April 14th at a state party conference.

The new citizenship was constituted on March 2nd. The first time her legislative period was five years, so she was not re-elected until 2020. With 109 of 120 votes cast, Carola Veit (SPD) was re-elected President of the Citizenship. Each parliamentary group also proposed a vice-president. The previous parliamentary group leader and top candidate Wersich was elected for the CDU. André Trepoll took over the chairmanship of the CDU parliamentary group . The AfD candidate was the only one who failed the election, but was elected with a narrow majority in the second session of the citizenship.

The previous parliamentary group chairman and top candidate of the Left Party, Dora Heyenn, resigned from the parliamentary group after disputes over the future group chairman. The parliamentary group was led by a dual leadership made up of Sabine Boeddinghaus and Cansu Özdemir . The MP Nebahat Güçlü , who was elected for the Greens, was not accepted into their parliamentary group and left the party at the beginning of April. Like Heyenn, she belonged to the citizenship as a non-attached MP.

Suspected election fraud

After a review of the election results, the operators of the Wahlrecht.de website noticed that two candidates in the constituency of Billstedt-Wilhelmsburg-Finkenwerder had anomalies : Both Murat Gözay (Greens) and Vahan Balayan (CDU) received significantly more postal votes, than would have been expected statistically. After the suspicion of election fraud had been confirmed, the regional returning officer confirmed on February 25, 2015 that the matter had been handed over to the police. There was no evidence that one of the candidates was involved in the manipulation. This would not have had any practical relevance, since Gözay had made it into the city parliament even without the allegedly falsified votes and Balayan had failed to make it anyway. As a result, in November 2018 an election campaign worker of the Greens was sentenced to 30 cases of imprisonment on probation for falsifying elections and documents. In the case of the CDU politician, the suspicion could not be confirmed.
