On June 4, 1978 the 9th election for Hamburg citizenship took place, at the same time as the state election in Lower Saxony . Surprisingly, the FDP, which had been co-ruling since 1970, failed because of the five percent hurdle . The SPD achieved an absolute majority and continued to provide the first mayor , Hans-Ulrich Klose . For the first time, two green parties competed with the Colorful List - Defend yourself: Initiative for Democracy and Environmental Protection and the Green List Environmental Protection , but they failed because of the threshold clause.
