On March 22, 1970 the election for the 7th electoral term of the citizenship of the Free and Hanseatic City of Hamburg (citizenship election) took place. The SPD was able to defend its absolute majority from 1966 , but lost almost four percent of the vote and four seats. The CDU was able to record gains of almost three percent, and the FDP was also able to grow slightly.

Four senators were elected to the Senate, which formed a government made up of SPD and FDP members. Herbert Weichmann remained in the Senate as First Mayor ( Senate Weichmann III ). The 75-year-old Weichmann resigned the following year and the previous Second Mayor Peter Schulz took his place ( Senate Schulz I ).
