On September 21, 1997 the election for the 16th electoral term of the citizenship of the Free and Hanseatic City of Hamburg ( citizenship election ) took place.

A total of 1,2011,288 eligible voters were called. 831,913 eligible voters cast their votes, which corresponds to a share of 68.7%. 8,982 votes were invalid. This resulted in 822,931 valid votes cast, which were decisive for the composition of the 16th citizenship.

The SPD , which has ruled alone or with coalition partners since 1957, i.e. for 40 years, was able to maintain its position with 36.2% of the valid votes and 54 mandates. Nevertheless, it was the lowest share of the vote in the SPD since 1946. Its top candidate was the previous First Mayor, Henning Voscherau . On the evening of the election, he said, referring to the poor election result, which fell below his "pain threshold", that he would not run for the office of first mayor in the newly elected citizenship.

The SPD entered into a coalition with the Green Alternative List (GAL), the Hamburg regional association of Bündnis 90 / Die Grünen , which won 21 seats with a comparatively high 13.9% of the valid votes.

The CDU received 30.7% of the valid votes; they had 46 mandates.

The coalition between the SPD and the Statt Party , which ruled from 1993 to 1997, could not be renewed. The Statt Party remained below the five percent hurdle and thus won no seats.

The citizenship met on October 8, 1997 for its constituent session. On May 18, 1999, five MPs split from the GAL and formed the Rainbow - For a New Left group . The red-green coalition remained stable, however, and the electoral term continued until the regular end on October 10, 2001.

The German People's Union (DVU) failed extremely close to the five percent hurdle with a result of 4.98%. Almost 200 votes were missing to enter the citizenry.

On November 12, 1997, the citizenship elected Ortwin Runde for the first time and once as First Mayor of the Free and Hanseatic City of Hamburg (see also Senate Runde ).
