State election in Hamburg 1946
After the end of the Nazi era , on October 13, 1946, for the first time since 1932, an election for Hamburg's citizenship took place.

There are 110 MPs in a majority vote by the British model selected. The SPD won 83 and thus three quarters of the seats.
Of the 958,454 eligible voters, 765,008 took part, i.e. H. 79.0%, in the election in which each voter had four votes.

In the tradition of the Weimar Republic and with the idea of placing the new democracy on a broad foundation, a senate was formed from the SPD, PFD and KPD ( Senate Brauer I ), in which Max Brauer was elected First Mayor. Originally, the CDU should also be represented in the Senate. The reasons for the failure of the participation can no longer be determined today.

Main issues during the 1st electoral term
The focus was on the reconstruction of the destroyed city and democracy.
The cold winters of 1946/47 and 1947/48 were dramatic. It had to be ensured that the energy production did not collapse and that the food situation of the population was ensured.
On the political level the main priority was the consolidation of the new democracy, the self-assertion of the citizens against the British occupying power and the drafting of a new electoral law.
