The election to the 9th Lower Saxony State Parliament took place on June 4, 1978 at the same time as the general election in Hamburg .

background

The social-liberal coalition under Alfred Kubel ( SPD ) only had a one-vote majority against the opposition CDU after the 1974 election . In 1976 there was to be a generation change in the Prime Minister 's office. The SPD proposed the previous finance minister, Helmut Kasimier . However, he did not achieve the necessary majority in two ballots. The CDU candidate Ernst Albrecht received two, then three more votes than Kasimier. In the third, the decisive ballot, only a relative majority counted. The SPD set up the Federal Minister of Construction Karl Ravens . With the help of dissenters from the social-liberal coalition, Ernst Albrecht (CDU) was elected Prime Minister on February 12, 1976.

Albrecht led a sole government for a year that relied on the votes of the FDP . She only entered the government on January 19, 1977 .

One of the topics of the election campaign was the decision of the federal government under Helmut Schmidt (SPD) and the Lower Saxony state government under Albrecht for a nuclear waste repository in Gorleben in Wendland . Since then, Gorleben has polarized the domestic political landscape. The Green List environmental protection as a new political force appeared as the administrator of the nuclear opponents. For the CDU, the incumbent Prime Minister Ernst Albrecht stood for a first confirmation of his government by the citizens. The SPD presented its candidate from the third ballot in 1976, Federal Building Minister Karl Ravens. The FDP's top candidate was the Interior Minister of Lower Saxony, Rötger Groß .

The CDU could clearly decide for itself. At 48.7 percent, it received only 0.1 percent less than in 1974. The SPD lost slightly to 42 percent and was thus well behind the CDU. The FDP was not honored for changing its coalition. It lost almost three percent and thus fell below the five percent hurdle. The GLU achieved a respectable 3.9 percent and had become almost as strong as the FDP. A year later, in the general election in Bremen , only the first green party was able to move into a German state parliament.

As was the case after the 1970 election , only two parties were represented in the state parliament. This time the CDU had the better end for itself and had a majority of 11 votes.

Ernst Albrecht (CDU) was clearly confirmed and was able to form a sole government .

Together with the defeat of the FDP in the general election in Hamburg in 1978 on the same day, a crisis in the social-liberal coalition in Bonn was established. Federal Interior Minister Werner Maihofer ( FDP ) resigned two days after the election . His resignation was seen in addition to his involvement in the Traube eavesdropping affair and his role in the maneuvers during the RAF kidnapping of Hanns Martin Schleyer in 1977 as a result of the desolate election results of the Liberals.
