State election in Lower Saxony in 1970
The election to the 7th Lower Saxony State Parliament took place on June 14, 1970.

The state election took place one year before the end of the legislative period in 1971. During the legislative period, the CDU had become the strongest parliamentary group and for this reason demanded greater influence on Lower Saxony's voting behavior in the Federal Council. Cooperation between the CDU and the SPD had then become impossible. The coalition only existed on paper. Nevertheless, it took a few weeks before an agreement could be reached on the dissolution of the state parliament. It was the first early election of a new state parliament in the Federal Republic. The election was under the spell of the Ostpolitik of the social-liberal coalition formed the previous autumn under Willy Brandt . According to the CDU top candidate Wilfried Hasselmann , the election in Lower Saxony should provide the impetus for the replacement of the federal government.
Result
Compared to the previous state elections, both parties were able to improve their results. The SPD reached 46.3 percent, the CDU 45.7 percent. All other parties stayed below the 5 percent mark. This was the first time that only two parties were represented in the state parliament. The SPD had a narrow lead of one seat over the CDU. Alfred Kubel (SPD) was elected Prime Minister on July 8, 1970, Kurt Partzsch became his deputy , cf. in addition Kubel I cabinet . He formed a sole government and thus replaced the grand coalition.
