The election for the 13th Lower Saxony State Parliament took place on March 13, 1994.

initial situation

In the state elections in 1990 , the SPD, under the leadership of its parliamentary group chairman Gerhard Schröder, and the Greens won a majority and succeeded Prime Minister Ernst Albrecht (CDU).

Albrecht, Prime Minister since 1976, handed over his office to Schröder on June 21, 1990.

Schröder's coalition was the third red-green government at the state level after Hesse (1985) and Berlin (1989), but it was the first red-green coalition to exist for a full electoral term and thus to stand for re-election.

Gerhard Schröder ran again for the SPD, and Christian Wulff ran for the CDU for the first time .

Result

The SPD only gained 0.02 percentage points; Nevertheless, it received a wafer-thin (81 of 161) absolute majority of the state parliament mandates, because a total of 11.9 percent of the votes cast were not taken into account because of the five percent hurdle. The SPD formed a sole government; Gerhard Schröder was re-elected as Prime Minister.

Christian Wulff, the CDU candidate for the post of Prime Minister, became opposition leader in the state parliament.

Voters: 4,316,428 (turnout: 73.76%)
