The election campaign had been weak, as the alliance in Hanover was to be continued with a view to the grand coalition in Bonn. Even in the event that the CDU had become the strongest party, Georg Diederichs (SPD) should remain Prime Minister. A political bang was the first time the NPD entered the state parliament with 7 percent of the vote. It was even slightly stronger than the FDP . In winter, opinion polls gave her even 15 percent credit. However, internal quarrels had caused a change in the climate of opinion. This fell in the middle of her brief high phase, during which she was able to enter some state parliaments, but just missed entry into the Bundestag in 1969. The SPD was only just ahead of the CDU, which won over 40 percent of the vote for the first time. With a loss of just under 2 percent, it had suffered the third election defeat since the formation of the grand coalition under Kurt Georg Kiesinger (CDU). The grand coalition under Georg Diederichs (SPD) continued, as expected.

The coalition broke up during the legislative period, as the CDU had become the strongest parliamentary group after exceeding its mandate and demanded more influence on Lower Saxony's voting behavior in the Federal Council. In 1970 the state parliament was therefore dissolved, so that early elections to a state parliament were held for the first time in the Federal Republic .
