State election in Lower Saxony in 1955
The election to the 3rd Lower Saxony State Parliament took place on April 24, 1955. The turnout was 77.5% and was thus slightly higher than in the previous state election in 1951 .

The SPD received five overhang mandates , the other parties received five compensation mandates (CDU three, GB / BHE and DRP one each). This increased the state parliament from 149 to 159 members.
Since the five percent hurdle was not yet applied in this election , three parties with less than five percent of the vote received seats in the state parliament. This also applies to the KPD , which, however, lost its seats again after being banned by the Federal Constitutional Court in August 1956 . The elected MPs Ludwig Landwehr and Heinz Zscherpe remained in the state parliament as non-attached .
After the state elections, the CDU , DP , FDP and GB / BHE formed a coalition government under Heinrich Hellwege , the Hellwege I cabinet . This was the first time in the state's history that a government was formed against the SPD under Hinrich Wilhelm Kopf , who had been Prime Minister since the state was founded in 1946.
In November 1957 the government broke up over the guest affair. At that time, the FDP and BHE formed a joint parliamentary group in the state parliament. The Lower Saxony FDP was one of the more nationally liberal state associations. The joint parliamentary group had accepted the six members of the right-wing extremist German Reich Party as interns in their parliamentary group. Heinrich Hellwege had ended the coalition because the common faction was not ready to reverse this step.
Hellwege then turned to the SPD with success. A new coalition government was formed with the participation of the DP, CDU and SPD , Heinrich Hellwege remained Prime Minister ( Hellwege II cabinet ). The SPD received four ministerial posts. The former Prime Minister Hinrich Wilhelm Kopf became Minister of the Interior.
