Blankenese constituency
The constituency 4 Blankenese is a constituency for the election of the Hamburg citizenship . According to Hamburg's electoral law, it is a multi-mandate constituency in which five members of the parliament are elected by direct election or according to constituency lists. Up to and including 2011, it was also a constituency for the election of the district assembly in the Altona district .

The constituency includes the districts of Groß Flottbek , Lurup , Osdorf , Nienstedten , Blankenese , Iserbrook , Sülldorf and Rissen . It is located in the west of Hamburg and borders on Schleswig-Holstein in the north and west and on Lower Saxony in the south along the Elbe . Neighboring constituencies are Stellingen-Eimsbüttel-West and Altona in the east and Billstedt-Wilhelmsburg-Finkenwerder in the south. The district of Groß Flottbek was part of the Altona constituency until 2011 and was only added to this constituency in the 2015 general election.
Structural data
A good 123,000 people live in the constituency, around 91,400 of whom are eligible to vote. The voter turnout in the last state elections in 2015 was 60.3 percent above the total turnout in Hamburg with 56.5 percent.
The population density in the constituency is 2196 inhabitants / km² and is thus just below the Hamburg average of 2294 inhabitants / km². Those under 18 years of age make up 18.2 percent of the total population (Hamburg 15.7 percent), those over 65 years of age 23.3 percent (18.8 percent). At 11.6 percent, the proportion of foreigners is below the average of 14.8 percent. The proportion of foreign students is 11.3 percent compared to 15.6 percent in the whole of Hamburg.
In terms of social structure , the constituency is characterized by a below-average proportion of benefit recipients according to Book Two of the Social Code ( unemployment benefit II , so-called Hartz IV), a lower unemployment rate and an increased proportion of social housing . 15.8 percent of all apartments are social housing (Hamburg 13.2 percent). Each resident has 39.7 square meters of living space (Hamburg 36.5 square meters), the apartments are on average 83.5 square meters (71.8 square meters). The proportion of employees subject to social security contributions in 2006 was 42.9 percent, below the Hamburg average of 47.3 percent. The unemployment rate in September of the same year was 6.7 percent and was thus below the rate of 7.8 percent in the whole of Hamburg. A large proportion of the unemployed receive benefits under the Social Security Code II (Hartz IV), in June 2006 it was 4.7 percent of the population in the constituency area, and an average of 5.7 percent in Hamburg. Of the total population of the constituency, one in ten received Hartz IV benefits (10.1 percent) in September 2006, compared to an average of 11.9 percent in Hamburg.
The constituency of Blankenese has one of the lowest crime rates in Hamburg. The total number of crimes per 1000 inhabitants is 77 (Hamburg 137 per 1000 inhabitants), the number of violent offenses three (Hamburg five) and the number of thefts 37 per 1000 inhabitants (Hamburg 63).

These five votes could be distributed among the candidates (constituency and state lists) and overall lists (only state lists) of the parties. The turnout was 60.3 percent. 4.1 percent of the voting slips cast for the state list and 2.7 percent of the voting slips for the constituency lists were invalid. 265,614 valid votes were cast for the state lists and a total of 264,240 for the constituency lists.

The turnout was 61.9 percent. 4.1 percent of the voting slips submitted for the state list and 4.5 percent of the voting slips for the constituency lists were invalid. 235,447 valid votes were cast for the state lists and a total of 235,481 for the constituency lists.

Citizens of the member states of the European Union were also entitled to vote for the district assembly . At 84,892 people, the number of people entitled to vote was therefore greater than in the general election. The possibility of distributing the votes to general lists and individual applicants corresponded to the election for citizenship. The turnout was 59.7 percent. 4.0 percent of the voting slips submitted for the district list and 4.9 percent of the voting slips for the constituency lists were invalid. 176,972 valid votes were cast for the district lists and 175,451 for the constituency lists.

For the Hamburg state election, 2008 Blankenese occurred in the constituency of six parties with own constituency lists and a total of 36 candidates. The chairman and top candidate Roger Kusch is running for first place in the list of Right Center HeimatHamburg .

80,576 people were eligible to vote. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the state lists and constituency lists was 67 percent. 1 percent of the voting slips submitted for the state list and 3.2 percent of the voting slips for the constituency lists were invalid. 53,477 valid votes were cast for the state list and a total of 254,151 for the constituency lists.

Angelika Kempfert was appointed State Councilor for Health, Family and Youth and Christian Maaß was appointed State Councilor for the Environment. Both resigned on May 9, 2008. Stephan Müller (CDU) and Michael Gwosdz (GAL) were reappointed . Winfried Sdun, who was second ahead of Michael Gwosdz on the GAL constituency list, has rejected the mandate.

The turnout for the constituency lists was 65.0 percent. 3.9 percent of the votes cast for the constituency lists were invalid. A total of 257,250 valid votes were cast.

Citizenship elections 1966–2015
Up to and including 2004, the state elections were pure list elections without constituencies. Therefore, the summarized election results of the districts in the constituency are presented in the period from 1966 to 2004 (6th – 18th electoral period). For the years from 2008 (from the 19th electoral period) the result of the state list, which is decisive for the majority in the citizenry, is given. Only those parties are listed that were able to collect more than five percent of the valid votes cast in at least one district of the constituency in the period shown. In total, the result of an election can therefore be less than 100 percent. All results are given in percent.
