Altona constituency

The constituency 3 Altona is a constituency for the election of the Hamburg citizenship . According to Hamburg's electoral law, it is a multi-mandate constituency in which five members of the parliament are elected by direct election or according to constituency lists. Up to and including 2011, it was also a constituency for the election of the district assembly in the Altona district .

The constituency includes the districts of Altona-Altstadt , Altona-Nord , Ottensen , Bahrenfeld , Othmarschen and Sternschanze . It is located west of Hamburg city center. Neighboring constituencies are Stellingen-Eimsbüttel-West in the north, Rotherbaum-Harvestehude-Eimsbüttel-Ost in the northeast, Hamburg-Mitte in the east, Billstedt-Wilhelmsburg-Finkenwerder in the south and Blankenese in the west. Until 2011, the Groß Flottbek district also belonged to the constituency, but was reclassified to the Blankenese constituency for the 2015 citizenship election due to changes in population.

Structural data

Almost 128,000 people live in the constituency, 94,000 of whom are eligible to vote. The voter turnout in the last state elections in 2015 was 61.3 percent, higher than the 56.5 percent turnout in Hamburg. In 2001 it was 70.9 percent, corresponding to the average participation of 71.0 percent. Altona is thus the constituency with the second most eligible voters after the constituency of Alstertal-Walddörfer .

The population density in the constituency is 5123 inhabitants / km² and is thus above the Hamburg average of 2294 inhabitants / km². The under 18-year-olds make up 14.8 percent of the total population (Hamburg 15.7 percent), the over 65-year-olds 14.4 percent (18.8 percent). At 18.9 percent, the proportion of foreigners is above the average of 14.8 percent. The proportion of foreign students is 18.7 percent compared to 15.6 percent in the whole of Hamburg.

In terms of social structure , the constituency is characterized by an average proportion of benefit recipients according to Book Two of the Social Security Code ( unemployment benefit II , so-called Hartz IV), a higher unemployment rate and a lower proportion of social housing . 10.7 percent of all apartments are social housing (Hamburg 13.2 percent). Each resident has a living space of 35.9 square meters (Hamburg 36.5 square meters), the apartments are on average 69.8 square meters (71.8 square meters). The share of employees subject to social security contributions in 2006 was 43.8 percent, below the Hamburg average of 47.3 percent. The unemployment rate in September of the same year was 8.3 percent and was thus above the rate of 7.8 percent in the whole of Hamburg. A large proportion of the unemployed receive benefits under the Social Security Code II (Hartz IV), in June 2006 it was 6.3 percent of the population in the constituency area, and an average of 5.7 percent in Hamburg. Of the total population of the constituency, almost one in nine received Hartz IV benefits (11.3 percent) in September 2006, compared to an average of 11.9 percent in Hamburg.

The crime rate in the Altona constituency is above the Hamburg average. The total number of crimes per 1000 inhabitants is 152 (Hamburg 137 per 1000 inhabitants), the number of violent offenses seven (Hamburg five) and the number of thefts 78 per 1000 inhabitants (Hamburg 63).

To state election following political parties, electoral groups and individual candidates were in the constituency Altona with constituency candidates to (order as on the ballot):

94,441 people were eligible to vote. Each voter had five votes for the state list and five votes for the constituency lists. These five votes could be distributed among the candidates (constituency and state lists) and overall lists (only state lists) of the parties. The turnout was 61.3 percent. 1.9 percent of the voting slips submitted for the state list and 2.2 percent of the voting slips for the constituency lists were invalid. 281,266 valid votes were cast for the state lists and a total of 278,878 for the constituency lists.

State election 2011

To state election following political parties, electoral groups and individual candidates were in the constituency Altona with constituency candidates to (order as on the ballot):

96,505 people were eligible to vote. Each voter had five votes for the state list and five votes for the constituency lists. These five votes could be distributed among the candidates (constituency and state lists) and overall lists (only state lists) of the parties. The turnout was 64.2 percent. 2.0 percent of the voting slips cast for the state list and 3.6 percent of the voting slips for the constituency lists were invalid. For the state lists, 298,333 valid votes were cast, for the constituency lists a total of 296,220.

Election of the district assembly 2011

For the election of the Altona district assembly, the following parties, groups of voters and individual candidates with constituency applicants competed in the Altona constituency (order as on the ballot):

Citizens of the member states of the European Union were also entitled to vote for the district assembly . The number of those entitled to vote was 102,911 people, therefore, greater than in the general election. The possibility of distributing the votes to general lists and individual applicants corresponded to the election for citizenship. The turnout was 41.4 percent. 6.0 percent of the voting slips cast for the district list and 6.6 percent of the voting slips for the constituency lists were invalid. 176,972 valid votes were cast for the district lists and 175,451 for the constituency lists.

2008 general election

For the 2008 general election in Hamburg , nine parties with their own constituency lists and a total of 53 candidates ran in the Altona constituency.

95,057 people were eligible to vote. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the state lists and constituency lists was 68.3 percent. 0.8 percent of the voting slips submitted for the state list and 2.5 percent of the voting slips for the constituency lists were invalid. 64,419 valid votes were cast for the state list and a total of 311,350 for the constituency lists.

Elected MPs:

Christa Goetsch's citizenship mandate was suspended as long as she was senator for schools, vocational training and further education. Nachberufen was Linda Heitmann (GAL), which is excreted from the citizenship on 29 November of 2010.

Election of the district assembly 2008

Seven parties with their own constituency lists and a total of 79 candidates ran for the election of the Altona district assembly.

Citizens of the member states of the European Union were also entitled to vote for the district assembly . The number of those entitled to vote was therefore greater than in the general election at 101,675. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the constituency lists was 65.3 percent. 3.4 percent of the votes cast for the constituency lists were invalid. A total of 317,117 valid votes were cast.

Citizenship elections 1966–2015

Up to and including 2004, the state elections were pure list elections without constituencies. Therefore, the summarized election results of the districts in the constituency without the Sternschanze district are presented in the period from 1966 to 2004 (6th – 18th electoral period). For the years from 2008 (from the 19th electoral period) the result of the state list, which is decisive for the majority in the citizenry, is given. Only those parties are listed that were able to collect more than five percent of the valid votes cast in at least one district of the constituency in the period shown or that achieved membership in the citizenship in an election. In total, the result of an election can therefore be less than 100 percent. All results are given in percent.
