Süderelbe constituency

The constituency 17 Süderelbe is a constituency in Hamburg for the election of the Hamburg citizenship and the district assembly (until 2011) in the Harburg district . According to Hamburg's electoral law, it is a multi-mandate constituency in which three members of the parliament are elected by direct election or according to constituency lists.

The constituency includes the districts of Altenwerder , Moorburg , Hausbruch , Neugraben-Fischbek , Francop , Neuenfelde , Cranz and the western areas of Eißendorf and Heimfeld . It is located in the southwest of Hamburg and borders Lower Saxony there . Neighboring constituencies are Billstedt-Wilhelmsburg-Finkenwerder in the north and northeast and Harburg in the east, to which the eastern parts of Eißendorf and Heimfeld belong.

Structural data

Around 72,000 people live in the constituency, 52,000 of whom are eligible to vote. Thus, of all 17 constituencies, the Süderelbe has the fewest residents and the fewest eligible voters. The population density in the constituency is 783 inhabitants / km² and is therefore well below the Hamburg average of 2294 inhabitants / km². In addition to the constituency of Bergedorf, Süderelbe has the lowest population density in Hamburg. The reason for this is the geographical peripheral location with a high proportion of agricultural land, natural spaces, local recreation areas and areas that are part of the Port of Hamburg .

When looking at the social structure, the constituency stands out due to its high proportion of families. Children live in 24.0 percent of households (Hamburg 17.8%), the number of people per household (2.2) is Hamburg's highest rate with Alstertal-Walddörfer. In terms of education figures, however, it is noticeable that the proportion of schoolchildren who attend a grammar school is 36.2%, well below the Hamburg average (45.5%). Those under 18 years of age make up 18.9% of the total population (Hamburg 15.6%), making the constituency the youngest in a demographic comparison. The proportion of people over 65 is 21.0% (Hamburg 19.1%). At 11.8%, the proportion of foreigners is below the average of 13.6%.

The proportion of employees subject to social security contributions in 2009 was 49.5%, slightly below the Hamburg average of 50.6%. The unemployment rate was 7.1% in September 2010 and was thus above the rate of 6.1% in the whole of Hamburg. The proportion of younger unemployed (15-25 years) was 3.6% in September 2010 (Hamburg 3.4%). The share of unemployed people who receive benefits under the Social Security Code II (Hartz IV) was 5.3% of the population in September 2010, and an average of 3.7% in Hamburg. Of the total population of the constituency, one in seven received Hartz IV benefits (13.9%) in March 2010, compared to an average of 11.6% in Hamburg.

Citizenship election 2015

For the Hamburg state election, 2015 occurred in the constituency Süderelbe six parties with own constituency lists. A total of 28 candidates applied for a mandate (order as on the voting slip).

51,859 people were eligible to vote. Each voter had five votes for the state list and five votes for the constituency lists. These votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout was 51.2 percent. 3.7 percent of the votes cast for the state list and 3.5 percent of the votes cast for the constituency lists were invalid. 126,110 valid votes were cast for the state list and 125,970 for the constituency lists.

State election 2011

For the Hamburg state election, 2011 occurred in the constituency Süderelbe six parties with own constituency lists and a total of 31 candidates.

50,407 people were eligible to vote. The turnout was 52.5 percent. 3.7 percent of the voting slips cast for the state list and 5.1 percent of the voting slips for the constituency lists were invalid. 126,190 valid votes were cast for the state list, and a total of 123,604 for the constituency lists.

Brigitta Schulz took over for Thomas Völsch, who resigned his citizenship mandate after being elected as district office manager .

Election of the district assembly 2011

Six parties with their own constituency lists and a total of 86 candidates ran for the election of the Harburg district assembly in the Süderelbe constituency (order as on the ballot).

Citizens of the member states of the European Union were also entitled to vote for the district assembly . The number of people entitled to vote was therefore higher than in the general election at 52,461. Each voter had five votes for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout was 47.4 percent. 4.1 percent of the voting slips cast for the district lists and 5.9 percent of the voting slips cast for the constituency lists were invalid. A total of 126,515 valid votes for the district lists and 123,729 valid votes for the constituency lists were cast.

2008 general election

For the Hamburg state election, 2008 occurred in the constituency Süderelbe six parties with their own constituency lists and a total of 28 candidates.

50,418 people were eligible to vote. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the state lists and constituency lists was 58.2%. 1.1% of the voting slips submitted for the state list and 3.8% of the voting slips for the constituency lists were invalid. For the state list, 29,022 valid votes were cast, for the constituency lists a total of 137,998.

Election of the district assembly 2008

Six parties with their own constituency lists and a total of 50 candidates ran for the election of the Harburg district assembly in the Süderelbe constituency.

Citizens of the member states of the European Union were also entitled to vote for the district assembly . The number of people entitled to vote was therefore higher than in the general election at 52,341. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the constituency lists was 56.5%. 4.3% of the votes cast for the constituency lists were invalid. A total of 138,530 valid votes were cast.

Citizenship elections 1966–2015

Up to and including 2004, the state elections were pure list elections without constituencies. The summarized election results of the districts in the constituency including the eastern areas of Eißendorf and Heimfeld, which are not part of the constituency, are therefore presented in the period from 1966 to 2004 (6th – 18th electoral period). For the years from 2008 onwards, the results of the state list, which is decisive for the majority in the citizenship, are given. Only those parties are listed that were able to collect more than five percent of the valid votes cast in at least one district of the constituency in the period shown. In total, the result of an election can therefore be less than 100%. All results are given in percent.
