Constituency Hamburg-Mitte (Hamburg citizenship)
The constituency 1 Hamburg-Mitte is a constituency for the election of the Hamburg citizenship and was in 2008 and 2011 a constituency for the election of the district assembly in the Hamburg-Mitte district . According to Hamburg's electoral law, it is a multi-mandate constituency in which five members of the parliament are elected by direct election or according to constituency lists.

The constituency includes the districts of Hamburg-Altstadt , HafenCity , Neustadt , St. Pauli , St. Georg , Hammerbrook , Borgfelde , Hamm , Horn and the island of Neuwerk in the German Bight . It is located in the center of Hamburg and extends from there to the east. Neighboring constituencies are Rotherbaum-Harvestehude-Eimsbüttel-Ost , Barmbek-Uhlenhorst-Dulsberg and Wandsbek in the north, Billstedt-Wilhelmsburg-Finkenwerder in the south and east, and Altona in the west.
Structural data
A good 131,000 people live in the constituency, of which around 91,700 are eligible to vote. The voter turnout in the last state elections in 2015 was 49.8 percent, below the total turnout in Hamburg of 56.5 percent. The constituency had the third lowest turnout after Billstedt-Wilhelmsburg-Finkenwerder and Harburg.
The population density in the constituency is 4254 inhabitants / km² and is thus above the Hamburg average of 2294 inhabitants / km². The under 18-year-olds make up 11.6 percent of the total population (Hamburg 15.7 percent), those over 65-year-olds 14.9 percent (18.8 percent). The proportion of foreigners is 25.7 percent, well above the average of 14.8 percent. The proportion of foreign students is 27.7 percent compared to 15.6 percent in the whole of Hamburg.
In terms of social structure , the constituency is characterized by an above-average proportion of benefit recipients according to Book Two of the Social Code ( unemployment benefit II , so-called Hartz IV), a higher unemployment rate and a slightly lower proportion of social housing . 12.2 percent of all apartments are social housing (Hamburg 13.2 percent). Each resident has a living space of 31.9 square meters (Hamburg 36.5 square meters), the apartments are on average 60 square meters (71.8 square meters). The proportion of employees subject to social security contributions in 2006 was 43 percent, below the Hamburg average of 47.3 percent. The unemployment rate in September of the same year was 9.3 percent and was thus above the rate of 7.8 percent in the whole of Hamburg. A large proportion of the unemployed receive benefits under the Social Security Code II (Hartz IV); in June 2006 it was 7.1 percent of the population in the constituency area, and an average of 5.7 percent in Hamburg. Of the total population of the constituency, a good sixth received Hartz IV benefits in September 2006 (15.4 percent) compared to an average of 11.9 percent in Hamburg.
The Hamburg-Mitte constituency has by far the highest crime rate of all constituencies. The total number of crimes per 1000 inhabitants is 404 (Hamburg 137 per 1000 inhabitants), the number of violent crimes 19 (Hamburg five) and the number of thefts 170 per 1000 inhabitants (Hamburg 63).

The turnout was 49.8 percent. 3.1 percent of the voting slips cast for the state list and 3.3 percent of the voting slips for the constituency lists were invalid. 218,896 valid votes were cast for the state lists and a total of 216,753 votes for the constituency lists.

Citizens of the member states of the European Union were also entitled to vote for the district assembly . The number of people entitled to vote was 97,223 people, therefore, greater than in the state election. The possibility of distributing the votes to general lists and individual applicants corresponded to the election for citizenship. The turnout was 47.4 percent. 4.6 percent of the voting slips cast for the district list and 5.6 percent of the voting slips for the constituency lists were invalid. 216,848 valid votes were cast for the district lists and a total of 214,288 for the constituency lists.

The turnout for the state lists was 56.3 percent and for the constituency lists 56.1 percent. 1 percent of the voting slips cast for the state list and 3.7 percent of the voting slips for the constituency lists were invalid. For the state list, 47,569 valid votes were cast, for the constituency lists a total of 226,965.

These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout in the direct election was 52.8 percent. 4.1 percent of the votes cast were invalid. A total of 230,852 votes were cast.

Citizenship elections 1966–2015
Up to and including 2004, the state elections were pure list elections without constituencies. Therefore, the summarized election results of the districts in the constituency are presented in the period from 1966 to 2004 (6th – 18th electoral period). For the year from 2008 (from the 19th electoral period) the result of the state list, which is decisive for the majority in the citizenship, is given. Only those parties are listed that were able to collect more than five percent of the valid votes cast in at least one district of the constituency in the period shown.
