Rotherbaum-Harvestehude-Eimsbüttel-Ost constituency
The constituency 5 Rotherbaum-Harvestehude-Eimsbüttel-Ost is a constituency for the election of the Hamburg citizenship and in the Eimsbüttel district . According to Hamburg's electoral law, it is a multi-mandate constituency in which three members of the parliament are elected by direct election or according to constituency lists. Up to and including 2011, it was also a constituency for the election of the district assembly in the Eimsbüttel district .

The constituency includes the districts of Rotherbaum , Harvestehude , Hoheluft-West and Eimsbüttel without the four westernmost districts. It is located in the north of the center of Hamburg. Neighboring constituencies are Eppendorf-Winterhude in the north, Barmbek-Uhlenhorst-Dulsberg in the east, Hamburg-Mitte in the south, Altona in the south-west and Lokstedt-Niendorf-Schnelsen in the north-west and Stellingen-Eimsbüttel-West , to which the four westernmost districts of Eimsbüttel belong.
Structural data
Almost 78,000 people live in the constituency, 60,000 of whom are eligible to vote. The voter turnout in the last state elections in 2015 was 67.0 percent, higher than the total turnout in Hamburg with 56.5 percent.
Rotherbaum-Harvestehude-Eimsbüttel-Ost has the highest population density of all constituencies with 10,239 inhabitants / km² . The Hamburg average is 2294 inhabitants / km². The under 18-year-olds make up 11.9 percent of the total population (Hamburg 15.7 percent), the over 65-year-olds 14.3 percent (18.8 percent). At 15.5 percent, the proportion of foreigners is just above the average of 14.8 percent. The proportion of foreign students is 11.5 percent compared to 15.6 percent in the whole of Hamburg.
In terms of social structure , the constituency is characterized by a below-average proportion of benefit recipients according to Book Two of the Social Security Code ( unemployment benefit II , so-called Hartz IV), a lower unemployment rate and the lowest proportion of social housing . 1.7 percent of all apartments are social housing (Hamburg 13.2 percent). Each resident has a living space of 41.3 square meters (Hamburg 36.5 square meters), the apartments are on average 71.8 square meters (71.8 square meters). The share of employees subject to social security contributions in 2006 was 44.7 percent, below the Hamburg average of 47.3 percent. The unemployment rate in September of the same year was 5.2 percent and was thus below the rate of 7.8 percent in the whole of Hamburg. A large proportion of the unemployed receive benefits under the Social Security Code II (Hartz IV), in June 2006 it was 3.2 percent of the population in the constituency area and an average of 5.7 percent in Hamburg. In September 2006, of the total population of the constituency, only one in sixteen received Hartz IV benefits (6.1 percent) compared to an average of 11.9 percent in Hamburg.
The crime rate in the constituency of Rotherbaum-Harvestehude-Eimsbüttel-Ost is below the Hamburg average. The total number of crimes per 1000 inhabitants is 102 (Hamburg 137 per 1000 inhabitants), the number of violent crimes three (Hamburg five) and the number of thefts 54 per 1000 inhabitants (Hamburg 63).

The turnout was 64.1 percent. 2.2 percent of the voting slips cast for the district list and 3.1 percent of the voting slips for the constituency lists were invalid. 190,022 valid votes were cast for the district lists and 189,612 for the constituency lists.

For the Hamburg state election, 2008 Rotherbaum-Harvestehude Eimsbüttel-East occurred in the constituency of six parties with their own constituency lists and a total of 28 candidates. The AGFG only applied in this constituency with its own constituency list.

56,947 people were eligible to vote. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the state lists was 72.9 percent and for the constituency lists 72.7 percent. 0.6 percent of the voting slips submitted for the state list and 2.3 percent of the voting slips for the constituency lists were invalid. 41,246 valid votes were cast for the state list, and 199,034 for the constituency lists.

Citizenship elections 1966–2015
Up to and including 2004, the state elections were pure list elections without constituencies.
