The constituency 2 Billstedt-Wilhelmsburg-Finkenwerder is an electoral district for the election of the Hamburg citizenship and was an electoral district for the election of the district assembly in the Hamburg-Mitte district in 2008 and 2011 . According to Hamburg's electoral law, it is a multi-mandate constituency in which five members of the parliament are elected by direct election or according to constituency lists.
The constituency includes the Hamburg districts of Billstedt , Billbrook , Rothenburgsort , Veddel , Wilhelmsburg , Kleiner Grasbrook , Steinwerder , Waltershof and Finkenwerder in geographical order from east to west . The constituency thus extends from the state border with Lower Saxony in the west and south to Schleswig-Holstein in the east. Neighboring constituencies are Blankenese , Altona , Hamburg-Mitte and Wandsbek on the north side from west to east , and Süderelbe , Harburg and Bergedorf in the south .
Structural data
The constituency of Billstedt-Wilhelmsburg-Finkenwerder is the most populous constituency in Hamburg with around 145,000 inhabitants. With almost 87,500 eligible voters, it ranks seventh out of 17 electoral districts, behind the constituencies of Altona , Alstertal-Walddörfer , Bergedorf , Blankenese , Hamburg-Mitte and Barmbek-Uhlenhorst-Dulsberg . The voter turnout in the last state election in 2015 was 42.2% below the total turnout in Hamburg with 56.5%. As in the previous elections, Billstedt-Wilhelmsburg-Finkenwerder had the lowest turnout of all constituencies.
The population density in the constituency is 1307 inhabitants / km². This low population density in relation to Hamburg with 2294 inhabitants / km² is primarily due to the fact that large parts of it are located in the area of the Port of Hamburg . Steinwerder, Waltershof, Billbrook and the small Grasbrook have little or no residential development. The under 18-year-olds make up 20.6% of the total population (Hamburg 15.7%), those over 65-year-olds 16.0% (18.8%). At 27.3%, the proportion of foreigners in the constituency is well above the Hamburg average of 14.8%. The proportion of foreign students is 35.2% compared to an average of 15.6% in Hamburg.
In terms of social structure , the constituency is characterized by an above-average proportion of benefit recipients according to Book Two of the Social Code ( unemployment benefit II , so-called Hartz IV), a higher unemployment rate and a significantly higher proportion of social housing . 34.2% of all apartments are social housing (Hamburg 13.2%). Each resident has a living space of 30.2 m² (Hamburg 36.5 m²), the apartments are on average 67.7 m² (71.8 m²). The share of employees subject to social security contributions in 2006 was 42.6%, below the Hamburg average of 47.3%. The unemployment rate in September 2006 was 12.5% and thus above the rate of 7.8% in the whole of Hamburg. A large proportion of the unemployed receive benefits according to Social Security Code II (Hartz IV), in the area of the constituency it was 10.2% of the population in June of the same year, in Hamburg an average of 5.7%. Of the total population of the constituency, almost one in four received Hartz IV benefits (23.6%) in September 2006, compared to an average of 11.9% in Hamburg.
The crime rate is slightly above the Hamburg average. The total number of crimes per 1000 inhabitants is 152 (Hamburg 137 per 1000 inhabitants), the number of violent offenses seven (Hamburg five) and the number of thefts 68 per 1000 inhabitants (Hamburg 63).

2008 general election
For the Hamburg state election in 2008 , seven parties with their own constituency lists and two individual applicants competed in the constituency. A total of 35 candidates applied.

83,215 people were eligible to vote. Each voter had one vote for the state list and five votes for the constituency lists. These five votes could be distributed arbitrarily to the candidates and overall lists of the parties. The turnout for the state lists was 50.9% and for the constituency lists 50.8%. The constituency had the lowest voter turnout in Hamburg. 1.6% of the voting slips submitted for the state list and 4.6% of the voting slips for the constituency lists were invalid. 41,706 valid votes were cast for the state list and a total of 197,273 votes for the constituency lists. In Hamburg, 58.9% of the votes were cast as list votes for the constituency lists and 41.1% as personality votes for individual candidates. Only in this constituency was the majority of votes cast as personality votes (50.4%).
The CDU won two seats in the constituency. The directly elected MP Heiko Hecht received 9,105 personality votes, David Erkalp, who entered the citizenry via the CDU constituency list, 6,831 personality votes. The SPD also won two mandates. Metin Hakverdi was directly elected with 20,721 personality votes. With a personality vote share of 48.7%, he achieved the best result within the Hamburg SPD. Philipp-Sebastian Kühn, who received 6,238 personality votes, moved in via the constituency list. The left won the fifth mandate through its constituency list. Elisabeth Baum, who received 2597 personality votes, entered the citizenship for the left.
In Hamburg, the CDU consistently received more state lists than party votes. The difference is 3.6%. The difference in the constituency of Billstedt-Wilhelmsburg-Finkenwerder is 2.5%. That is the second lowest difference in Hamburg. The SPD achieved its best constituency result in Hamburg with 39.4% party votes. The FDP received its worst constituency result with 3.7% party votes. The Left was able to achieve a better party vote result in this constituency than the Greens / GAL.

District Assembly Elections
In the district assembly elections in 2008 and 2011, the constituencies corresponded to those of the Hamburg citizenship. Since the district assembly election in 2014, there has been a new constituency division with more constituencies in a different definition.
Election of the district assembly 2011
For the election of the district assembly Hamburg-Mitte, the following parties stood in the constituency of Billstedt-Wilhelmsburg-Finkenwerder, groups of voters and individual candidates with constituency applicants (order as on the ballot):

The turnout was 41.4%. 6.0% of the voting slips cast for the district list and 6.6% of the voting slips for the constituency lists were invalid. 176,972 valid votes were cast for the district lists and 175,451 for the constituency lists.

The turnout for the constituency lists was 47.6%. 5.7% of the votes cast for the constituency lists were invalid. A total of 197,812 valid votes were cast. With 50%, the constituency had the highest proportion of personality votes (Hamburg 40%). The SPD received 39.6% of the party votes and achieved its best constituency result here.
