Rolf Speckmann

Rolf Speckmann (born April 22, 1918 in Bremerhaven ; † December 2, 1995 in Quelkhorn ) was a German politician ( FDP ), senator in Bremen and banker .

biography

education and profession

Speckmann graduated from the Wilhelm Raabe School in Geestemünde . From 1935 he completed a banking apprenticeship at Sparkasse Wesermünde , which he completed in 1937 at the German Sparkasse School in Hanover . From 1939 to 1945 he served in World War II as a soldier, most recently as Obersturmführer of the Waffen SS in the SS Panzer Grenadier Division "Götz von Berlichingen" and he was a prisoner of war until 1948.

Then he worked again - most recently as a bank clerk - at Sparkasse Wesermünde in Bremerhaven. In 1955 he became a department director and head of the board secretariat at Bremer Landesbank / Staatliche Kreditanstalt Oldenburg-Bremen in Bremen and part-time member of the board of directors of Norddeutsche finanz AG.

In 1960 he became director of the Norddeutsche Kreditbank in Bremen and at the same time managing director of the Visirgus partial payment bank and the Bremerhaven property and administration company. With the construction of a branch of the Landesbank in Bremerhaven, he managed to have the art gallery included in the construction work in 1964 .

He was a senator from 1966 to 1971 (see below).

After his time in politics, he was the successor to Spelsberg and Vesper from July 1, 1971 to December 31, 1983, a member of the board of directors and chairman of the board of the Sparkasse Bremen . At the Sparkasse, decisive structural changes were made during his time. In 1971 he was appointed to the board of the German Savings Banks and Giro Association . From 1973 he was also President of the Association of German Free Public Savings Banks . He was followed in 1984 as head of the Sparkasse Bremen by Friedrich Rebers .

He was married and had three children.

politics

In his youth, Speckmann was a member of the scouting Bündischen Jugend from 1928 to 1933 . He was expelled from the Hitler Youth in 1936 because of the continuation of "alliance" activities. He had been a member of the NSDAP since 1937 . In 1943, his army rifle division was transferred to the Waffen SS. In 1949 he was denazified as unaffected . From 1953 he was a member of the FDP .

From 1959 to 1966 he was elected a member of the Bremen citizenship and temporarily deputy chairman of the FDP parliamentary group. From January 19, 1966 to June 1, 1971, he was the successor to Senator Johann Diedrich Noltenius (FDP), Senator for finances in the Senate under the leadership of Willy Dehnkamp ( SPD ) and from 1967 by Hans Koschnick (SPD). Speckmann advocated a financial policy in which the debt servicing for the state budget in Bremen should not exceed a certain limit. He introduced medium-term financial planning in the budget . In 1971 he demanded: "Stable finances secure Bremen's independence" and further: "The finances of the state of Bremen must remain healthy, they must not be endangered by excessive debt and must always be balanced." In 1969 the Federal Government passed the Finance Constitution Act with the consent of the federal states, according to which the wage tax of citizens who work in Bremen but who live in the surrounding area must be paid to the state of residence (i.e. mostly Lower Saxony). This regulation was the beginning of a disadvantageous tax distribution for Bremen, which at the end of the century also led to Bremen's fatal over-indebtedness.

Together with the FDP, he left the Senate in 1971 because of the considerable political differences over the establishment of the University of Bremen . Oskar Schulz (SPD) then became finance senator .

  • Speckmann was the founding chairman of the Schnoor association Heini Holtenbeen . He supported the award of the Schoor Prize for handicrafts. The Packhaustheater Bremen was also created on the basis of his initiative.
