prehistory

On April 26, 1945, the Allied troops took the city of Bremen. To restore civil order, the American military authorities soon put together a Senate of unencumbered citizens. On June 6, 1945, the constituent meeting of the Senate appointed by the military government for the Free Hanseatic City of Bremen took place. Wilhelm Kaisen was appointed mayor on August 1, 1945.

Appointed Citizenship

On April 6, 1946, the military government appointed a citizenry for the city of Bremen. The present-day state of the Free Hanseatic City of Bremen was not created until January 22, 1947, from the urban and rural areas of Bremen and the Wesermünde district, including Bremerhaven . This agreement of the British and American occupation authorities came into force retrospectively on January 1, 1947.

The members of this pre-parliament were proposed by the parties, the trade unions, the chamber of commerce and the district farmers' union.

The first meeting of the Appointed Citizenship took place on April 17, 1946 in the large jury room of the court house on Domsheide . Kaisen was also appointed chairman of the township.

On August 28, 1946, the citizens were able to meet again in the town hall's ballroom for the first time .

The powers of the Appointed Citizenship were extremely limited. Decisions required the control of the occupying powers. The constitution for Bremen was enacted on July 4, 1946 by order of the military government.

First free election of a citizenry

On October 13, 1946, the citizenship was re-elected for the first time after the war. With the first meeting of the elected parliament on October 30, 1946, the task of the Appointed Citizenship ended.
