Franz Untersteller (born April 4, 1957 in Ensheim near Saarbrücken ) has been a member of the Bündnis 90 / Die Grünen parliamentary group in the state parliament of Baden-Württemberg since 2006 . Since 2011 he has been State Minister for the Environment, Climate Protection and the Energy Sector . Before that, he was the energy policy spokesman for the Greens in the state parliament and a member of the economic and environmental committee.

Untersteller spent the first twenty years of his life in Saarland . After completing his landscape architecture studies at the Nürtingen University of Applied Sciences and a longer study stay in Colombia , he initially worked as an employee of the Öko-Institut in Freiburg .

Since the mid-1980s he was a parliamentary advisor for the areas of environmental and energy policy - and since 2002 also for agricultural policy - in the parliamentary group of the Greens . During this time he made a decisive contribution to shaping the environmental policy course of the Baden-Württemberg Greens. From 2002 to May 2011 he was a board member of the Öko-Institut .

In March 2006 he was elected to the state parliament of Baden-Württemberg in the constituency of Bietigheim-Bissingen . For the parliamentary group of the Greens, he acted as their energy policy spokesman. From December 2006 to 2011 he was also deputy group chairman.

Untersteller achieved 28.04 percent of the votes in the state elections in Baden-Württemberg in 2011 (March 27, 2011) in his constituency of Stuttgart III .

On May 12, 2011 Untersteller was sworn in as a member of the Kretschmann I cabinet as the new Minister for the Environment, Climate Protection and the Energy Sector of Baden-Württemberg . At a meeting in 2014 with the California Governor Jerry Brown , he initiated the international climate protection initiative Under2 MOU .

From 2014 to 2016, as a member of the state government, he was also a full member of the Commission for the Storage of Highly Radioactive Waste (Repository Commission) according to Section 3 of the Site Selection Act .

At the beginning of 2020, Untersteller announced that he would no longer stand for the state elections in 2021 and would withdraw from politics.

Untersteller is married and has two grown children.

Some political positions and results

When unit 9 of a Mannheim coal-fired power plant with 911 MW was commissioned in 2015, Untersteller declared that it would contribute to the success of the energy transition.

The EEG funding for the construction of solar open-air systems on certain arable and grassland areas in Baden-Württemberg was limited to 100 MW in 2017, this was Untersteller's area of ​​responsibility.

Untersteller wants to " significantly reduce the price of electricity in Germany and instead make CO 2 -intensive energy sources more expensive " and thus, regardless of the (2019) almost half share of fossil fuels in electricity generation, a partial withdrawal of the law on entry into the ecological tax reform of March 24, 1999 to reach. At the same time "a liter of gasoline would have to be up to 14 cents more expensive ".

Regardless of the “poor efficiency of the fuel cell compared to a battery”, Untersteller says: “We will need both battery and fuel cell” and calls for hydrogen and fuel cell technologies to be promoted more actively in the future with even more active and intensive support .

Franz Untersteller is an active table tennis player in the 2nd team of the TTF Neckarhausen from Nürtingen .
