Thomas Strobl (born March 17, 1960 in Heilbronn ) is a German politician ( CDU ). He has been state chairman of the CDU in Baden-Württemberg since 2011 and one of five deputy chairmen of the CDU in Germany since December 2012. From January 13, 2014 Strobl was one of the deputy chairmen of the CDU / CSU parliamentary group until he left the Bundestag in June 2016. Since May 12, 2016 he has been Minister of the Interior, Digitization and Migration of the State of Baden-Württemberg as well as Deputy Prime Minister in the Kretschmann II cabinet and the State Commissioner for Expellees and Repatriates.

education and profession

After attending the Wartberg School and graduating from the Robert-Mayer-Gymnasium in Heilbronn in 1979 , Thomas Strobl did neither military nor civilian service, but studied law at the Ruprecht-Karls-Universität Heidelberg , which he completed in 1985 with the first state examination in law. After his legal clerkship , he passed the second state examination in 1988 and then worked as a research assistant at the University of Heidelberg and then as a parliamentary advisor to the state parliament of Baden-Württemberg . He has been an independent lawyer in Heilbronn since 1996 .

Personal

Strobl has been married to Christine Strobl , the eldest daughter of CDU politician Wolfgang Schäuble , since 1996 . He is evangelical .

Party career

As a 16-year-old student, Strobl began to get involved in politics for the first time by founding the working group of democratic students together with some like-minded people as a counterweight to the young socialists who were very active at his school . In 1976 he joined the Junge Union and in 1977 he also joined the CDU.

From 1995 to 2005 Strobl was chairman of the CDU district association Heilbronn. From 2001 to 2011 he was deputy chairman of the CDU district association in North Württemberg.

On April 29, 2005 he was elected Secretary General of the CDU in Baden-Württemberg . In this function he was responsible for the publication of the CDU songbook "Lied.Gut". When it turned out that this little book, which had been published by the CDU Baden-Württemberg for 20 years, also contained the " Panzerlied " from the time of National Socialism, Strobl and the then Prime Minister and state chairman of the CDU Baden-Württemberg distanced themselves Günther Oettinger about the song they didn't know. Strobl did not want to have the song printed in the next edition. His supervisor, Oettinger, decided to crush the booklet immediately.

From 2008 to 2010 Thomas Strobl was chairman of the Federal Committee for Economic, Budget and Financial Policy of the CDU in Germany.

On April 21, 2011, Strobl declared at the state party conference of the CDU Baden-Württemberg on July 23, 2011, to run for the successor to Stefan Mappus in the office of state chairman. Mappus resigned his position after losing government participation in the 2011 state election . After Strobl's candidacy had not met with unanimous approval within the party, Winfried Mack , member of the Aalen state parliament, declared on June 27, 2011 that he was also applying for the state chairmanship. In the election, Strobl received 63.6 percent of the votes and was thus elected regional chairman, while his opponent Mack received 36.4 percent of the votes cast. Strobl applied in 2014 as the top candidate of the CDU Baden-Württemberg for the state elections in 2016, but was defeated in the member survey by Guido Wolf with 44.1% against 55.9% of the votes. Since 2012 (as of December 2018) he has been one of the five CDU deputy chairmen .

Member of Parliament

From 1989 to 2016 Strobl was a member of the municipal council of his hometown Heilbronn and was chairman of the CDU parliamentary group from 1997 to 2003 . From 1994 to 2012 he was a member of the Heilbronn-Franken regional association and chairman of the CDU parliamentary group.

Strobl was a member of the German Bundestag from autumn 1998 to June 2016 . From 2002 to 2005 he was Deputy Chairman of the Bundestag Committee on Election Testing, Immunity and Rules of Procedure ; in the 16th and 17th German Bundestag he was its chairman. From 2009 he was also a member of the council of elders and chairman of the CDU regional group in Baden-Württemberg , and from 2010 to 2013 he alternated as chairman of the mediation committee every quarter with Jens Böhrnsen , the representative of the federal council .

Strobl resigned his mandate in June 2016 after being appointed State Minister in the Kretschmann II cabinet ; for him moved Iris Ripsam according to the Bundestag.

Strobl has always entered the Bundestag as a directly elected member of the Heilbronn constituency . In the 2013 Bundestag election , he received 51.4% (2009: 44.2%, 2005: 50.3%) of the first votes .

Until then, Strobl was a member of the European Union parliamentary group of the German Bundestag .

Strobl is a member of the obligatory Heidelberg student union Alte Leipziger Landsmannschaft Afrania . Since September 2014 he has been the ambassador of the Vereinigung eV , which is committed to projects for children and young people. Positions

Internet blocking

Strobl supported the attempt by Family Minister Ursula von der Leyen to block websites to combat child pornography (see Law to Combat Child Pornography in Communication Networks ). In June 2009 Strobl told parliamentwatch.de that he intends to use the infrastructure initiated by von der Leyen to block web content , which should only be used for child pornographic content, also to block so-called killer games .

When asked by the Kölner Stadt-Anzeiger , Strobl stated:

"We are seriously examining this ... we are not going back to business after Winnenden. If there is evidence that killer games have a negative effect on the behavior of young people, then the internet cannot be a legal vacuum. "

Data retention

After the European Court of Justice declared the EU data retention directive to be unlawful in April 2014 , Strobl demanded that it be introduced in the same month without a new EU directive.

Voting computer

After the election computer ruling of the Federal Constitutional Court on March 3, 2009, Strobl, at that time chairman of the election review committee, said: "As a member of parliament, I am not there to check whether the executive is doing its job properly". In a press release before the verdict was announced, he said that the electoral review committee had determined that elections using these devices were considered safe.

Stuttgart 21

Strobl is a supporter of the Stuttgart 21 train station project . He assumed that Walter Sittler , one of the most prominent opponents of the project, had a “poor understanding of democracy” and described Sittler as “someone who really has nothing to do with our democracy”, since Sittler's father was once a member of the NSDAP . In the media, Strobl was then criticized for this “ kin detention ”. Strobl had published a photo of Sittler in a newsletter with the assertion: “His father was a Nazi functionary and worked for Reich Propaganda Minister Joseph Goebbels: Walter Sittler, propagandist of the S21 movement.” According to Sittler, his father was not a functionary, but NSDAP -Member and did not work for the Reich Propaganda Ministry, but for the Foreign Office. After being asked to do so, Strobl finally apologized for his Nazi comparison that he had "overshot the mark". Sittler accepted his apology. The SPD parliamentary group nevertheless saw Strobl as chairman of the mediation committee for Stuttgart 21 no longer tenable and demanded personnel consequences.

Equal rights for homosexual partnerships

At the beginning of 2013, Strobl campaigned for the legal equality of civil partnerships with marriage in the case of spouse splitting . He told the Bild-Zeitung : "I think it makes sense, with the successive adoption now prescribed by the Constitutional Court, also to introduce spouse splitting for gay couples at the same time, instead of waiting for Karlsruhe to prescribe this equality."

Refugees in Germany

Strobl spoke out in autumn 2015 in the face of the former refugee situation for tighter laws on asylum , the asylum package of CDU / CSU, out. After the riots and looting in Stuttgart in 2020 , Strobl demanded in an interview with the Bild newspaper that "one should not overdo it with multiculturalism".

Awards

In 2015, Federal President Joachim Gauck awarded Strobl the Federal Cross of Merit on ribbon, which was presented to him on December 16 by Bundestag President Norbert Lammert .
