Karl Schiess (* 25. March 1914 in Konstanz , † 8. September 1999 in Lingen ) was a lawyer , politician of the CDU and lawyer .

education and profession

Karl Schiess studied law from 1936 to 1940, after his legal clerkship he joined the Baden internal administration as a civil servant in 1941 and initially worked at the district office of Lörrach ( district of Lörrach ). From 1940 to 1946 he was a soldier and then a prisoner of war. As a result of his membership in the NSDAP , he was dismissed from the civil service and worked temporarily as a farm worker in 1946/47. In 1949, he was taken back into state service and until 1951 Executive Council at District Office Konstanz, then from 1951 to 1955 Judge at the Baden Administrative Court in Freiburg .

Political activity

After a brief activity from 1955 to 1956 as senior government councilor in the Baden-Württemberg Ministry of the Interior , he was elected district administrator in the Überlingen district (today part of the Lake Constance district ) on January 11, 1956 and confirmed in his office in 1963.

From 1964 to 1980 he was a member of the state parliament of Baden-Württemberg as a member of the state parliament of the Überlingen constituency and from June 8, 1972 to February 22, 1978 Minister of the Interior of the state of Baden-Württemberg . As a member of the state parliament and as Minister of the Interior, he played a decisive role in the district reform in Baden-Württemberg and in the formation of the Lake Constance district. In January 1973 the minister issued the shooting decree named after him , which ordered that all public service workers be checked for their loyalty to the constitution.

In 1975 he was involved in the Stammheim wiretapping affair. After October 18, 1977, the so-called night of Stammheim's death , the state's justice minister resigned directly (with effect from November 2, 1977), while Karl Schiess was only replaced as interior minister by the CDU parliamentary group leader Lothar Späth the following year .

After leaving the office of Minister of the Interior, he worked as a lawyer in Überlingen until shortly before his death.

Voluntary work

On July 17, 1980, the state parliament of Baden-Württemberg elected Schiess as judge at the state court for the state of Baden-Württemberg .
