Armin Willingmann (born January 13, 1963 in Dinslaken ) is a German university professor , science manager and politician ( SPD ). He was Professor of Business Law since the winter semester 1999/2000 and Rector of the Harz University of Applied Sciences from October 2003 to May 2016 . In May 2016 he was appointed State Secretary in the Ministry of Economics, Science and Digitization of the State of Saxony-Anhalt and in November 2016, after being appointed by Prime Minister Reiner Haseloff at the suggestion of the SPD , he succeeded Jörg Felgner as Minister of the same department.

Family and education

After graduating from high school in Dinslaken / Niederrhein, Willingmann studied law , economics and history at Johannes Gutenberg University Mainz , Ludwig Maximilians University in Munich and the University of Cologne . In 1990 he passed his first state examination in law and was then a research assistant in Mainz and a scholarship holder of the Graduate School of the German Research Foundation at the Max Planck Institute for European Legal History (MPIER) in Frankfurt am Main . After completing his legal clerkship with stations in Bremen and Rostock from 1991 to 1994, he passed his second state examination in 1994 in Hamburg. Until 1999 he worked as a lawyer in a law firm in Rostock and Berlin, and as a research assistant at the Institute for International Law at the University of Rostock . In 1998 he was with a thesis on ensuring uniformity of law by presenting procedures in civil law at the Law Faculty of the University of Rostock Dr. iur. PhD .

Willingmann is married to the lawyer Jana Willingmann and has two children.

In 1999 Willingmann was appointed professor for German, European and international business law at the Harz University of Applied Sciences. From 2000 he was also a lecturer for commercial law at the University of Rostock and from 2001 guest lecturer for European competition and commercial law at the École Supérieure de Commerce in Dijon / Bourgogne, France.

In summer Willingmann was elected rector of the Harz University of Applied Sciences and took over the office on October 1, 2003. In 2007 and 2012 he was re-elected as rector. From 2006 he was vice president and spokesman for the universities of applied sciences, and from 2008 to 2016 he was president of the state rectors' conference of Saxony-Anhalt . In particular in the so-called "university structure debate", he advocated the preservation of the university landscape and adequate funding for universities in Saxony-Anhalt.

Willingmann's main research areas are German and international contract and liability law, consumer law, domestic and international law enforcement as well as company formation.

Willingmann was a member of the city ​​council in Wernigerode from 2009 and also headed the economic committee until May 2016. On May 3, 2016, he was appointed State Secretary in the Ministry of Economics, Science and Digitization of the State of Saxony-Anhalt. After Jörg Felgner (SPD) resigned , Willingmann moved to the ministerial office of the same department on November 16, 2016. When he took office, he emphasized that he was particularly committed to the establishment of companies by university graduates , assistance with company succession and against intensive state intervention in economic life.

In an annual ranking to evaluate the work of all German science and research ministers in the federal and state levels, the members of the German Association of Universities (DHV) voted Armin Willingmann as the best science minister of the year in 2019. More than 3,600 members of the DHV took part in the vote, including university teachers and young scientists.

On January 24, 2020, Willingmann was elected as deputy state chairman of the SPD Saxony-Anhalt alongside Katharina Zacharias.

Memberships and honorary positions

Willingmann has been involved in numerous committees for many years. From 1995 to 1997 he was a board member of the Society of Young Civil Law Scientists. V., its chairman in 1996. From 2001 to 2003 he was a board member of the German Society for Travel Law. Since 2003 he has been the deputy chairman of the board of the Sachsen-Anhalt consumer association . Since 2000 he has been a member of the State Judicial Examination Office in Mecklenburg-Western Pomerania . He was also a member of supervisory boards. In addition, Willingmann is a member of the Wernigeröder Rotary Club .
