Bernd Sibler (born February 19, 1971 in Straubing ) is a German politician ( CSU ), was Bavarian State Minister for Education and Culture from March 2018 to November 2018 and has been Bavarian State Minister for Science and Art since November 12, 2018 .

education and profession

After completing his Abitur at the Comenius-Gymnasium Deggendorf, Bernd Sibler studied German and History teaching at the University of Passau from 1990 to 1995 . After his legal clerkship from 1995 to 1997 at the Adalbert-Stifter-Gymnasium in Passau , he was a teacher at the Robert-Koch-Gymnasium in Deggendorf until 1998 .

He is a Roman Catholic, married and has two sons.

Political party

Bernd Sibler has been a member of the CSU and the Junge Union since 1989.

He was local chairman of the Junge Union Plattling (1991 to 1995), deputy local chairman of the CSU Plattling (1991 to 1997), chairman of the Junge Union in the Deggendorf district (1993 to 1999) and a member of the board of the Junge Union Plattling (1995 to 2007). From 1997 to 2005 he was local chairman of the CSU Plattling, from 2005 to 2011 deputy local chairman, and from 1999 to 2007 member of the board of the JU district association Deggendorf. From 1999 to 2007 he was deputy chairman of the JU in the Lower Bavaria district. Sibler has been the deputy district chairman of the CSU Lower Bavaria since 2011. From 1999 to 2015 he was deputy chairman of the CSU in the Deggendorf district, and since 2015 he has been the chairman of the CSU in the Deggendorf district. Sibler has been a member of the CSU party executive committee since 2009.

MP

Sibler has been a city councilor in Plattling and a district councilor in the Deggendorf district since 1996.

In the party-internal direct candidate list for the state election in Bavaria in 1998 in the district of Deggendorf ( constituency of Lower Bavaria ), Sibler prevailed against the previous CSU member Hans Wallner , who had become a burden not least because of his phone sex affair. Sibler moved into the Bavarian state parliament with the direct mandate.

In 2003 he was able to successfully defend his direct mandate in the state parliament, where from 2005 to 2007 he was chairman of the study commission “Being Young in Bavaria - Future Prospects for Coming Generations”.

In the state parliament of the legislative period from 2008 to 2013 he was elected chairman of the committee for universities, research and culture in the Bavarian state parliament and the state monument council.

He also defended his direct mandate in the state election in Bavaria in 2013 and prevailed with 56.0% of the first votes. In the state election in Bavaria on October 14, 2018, he again won his direct mandate with 48.19 percent for the Deggendorf constituency and thus achieved one of the best results in Bavaria.

Bavarian State Government

From October 16, 2007 to October 29, 2008, Bernd Sibler was State Secretary in the Beckstein Cabinet in the State Ministry for Education and Culture .

On November 3, 2011, Horst Seehofer appointed him to succeed Thomas Kreuzer as State Secretary in the State Ministry for Education and Culture. After the state election in Bavaria in 2013 , he became State Secretary in the Bavarian State Ministry for Education and Culture, Science and Art.

On March 21, 2018, Markus Söder appointed Bernd Sibler to the Söder I cabinet as Minister of State for Education and Culture . Since November 12, 2018, he has been a member of the Söder II cabinet as Bavarian State Minister for Science and Art .

Others

He has been a member of the Catholic student association KDStV Aenania Munich in the CV since 2009 . In addition, Bernd Silber has been chairman of the Lower Bavaria / Swabia district association of the Bavarian Red Cross since June 30, 2017 .

In 2013, Sibler came under fire because, like several MPs from various parliamentary groups, he was still making use of an old regulation and hiring his wife as an employee in 2000. The remuneration was made through a lump sum available to the members of the Bavarian state parliament from the state treasury. Sibler ended his employment relationship in 2007 when he was appointed State Secretary. The employment of his wife was not forbidden when Sibler made the appointment. Since June 1, 2013, following a change in the Law on Members of Parliament, the employment of family members up to the fourth degree of kinship is no longer permitted.
