Wolfgang Heubisch (born July 13, 1946 in Munich ) is a German politician ( FDP ). From October 2008 to October 2013 he was Bavarian State Minister for Science, Research and the Arts . On November 5, 2018, he was elected 6th Vice-President of the Bavarian State Parliament by a majority of the MPs .

education and profession

After graduating from the Max-Planck-Gymnasium in Munich in 1967 , Heubisch did an apprenticeship as a banker . He then studied business administration (Diplom-Kaufmann) at the Ludwig Maximilians University in Munich from 1970 to 1975 and dentistry from 1975 to 1981 . In 1981 he was approved. 1983 doctorate Heubisch in Dentistry on the theme "The relationship between radiation exposure and chromosomal aberrations of the permanent staff of nuclear facilities" to Dr. med. dent. From 1985 until he took over the ministerial office he had his own practice in Munich as a dentist.

From 1990 to 2002 Heubisch was a member of the board of the Bavarian State Dental Association , since 1994 as its vice-president. In 1993/1994 he was the state chairman of the Free Association of German Dentists (Bavaria). From 2000 to 2008 he was President of the Association of Liberal Professions in Bavaria, of which he had been a member of the Presidium for two years. In the Association of Bavarian Business , of which he was a member of the board from 2000 to 2008, he had held the office of Vice President since 2003. Since 1997 he has been an assessor in the presidium of the Federal Association of Liberal Professions , in 2008 he was its vice-president. Heubisch gave up his association functions in October 2008 when he was appointed Bavarian State Minister for Science, Research and Art.

Heubisch is married in a second marriage and has a son and two daughters from his first marriage. The sculptors Lothar and Elmar Dietz were his uncles, the writer Gertrud Fussenegger his aunt, the painter Ricarda Dietz is his cousin.

politics

In the state elections in 2008 , Wolfgang Heubisch ran for the first time as a direct candidate in the Munich-Schwabing district . He entered the state parliament for the FDP Bavaria via the district list of Upper Bavaria . After moving into the Bavarian state parliament , he belonged to the negotiating group of the FDP, which drafted the coalition agreement with the CSU. Heubisch was a member of the Seehofer I cabinet headed by Horst Seehofer from October 2008 to October 2013 as Minister of State for Science, Research and Art. After the federal election on September 27, 2009, he became one of four FDP representatives in the “Health” committee in the coalition negotiations for a black and yellow federal government.

When the FDP no longer made it into parliament in the state election in Bavaria in 2013 , Heubisch also left parliament. In the municipal elections in Munich in 2014 , Heubisch ran at number 15 on the FDP list, but moved into the city council as one of three FDP candidates due to a corresponding number of cumulative votes and was involved in the environment, health and culture committee. Due to his position as vice-president in the state parliament, he resigned his city council mandate on November 30, 2018.

For the Bavarian state elections in October 2018 , Heubisch was nominated in 7th place on the constituency list of the Upper Bavarian FDP and also ran as a direct candidate in the district 108 Munich-Schwabing . With 13.0% of the voters, he achieved the best FDP first vote result in all of Bavaria in the highly competitive constituency. He was elected to the state parliament on October 14, 2018 via the district list of Upper Bavaria and has held the office of VI since the constituent session in which he was elected by the majority of Bavarian MPs. Vice-President of the State Parliament, he is also Deputy Chairman of the Committee for Science and Art and member of the Committee for Public Service Issues, Advisory Board at the House of Bavarian History (member), University Advisory Board of the Munich School of Politics (member), Reform Advisory Board of the university for politics Munich (member).
