The Seehofer I cabinet formed the state government of the Free State of Bavaria from October 30, 2008 to October 8, 2013 . It was led by Horst Seehofer ( CSU ), who was elected Prime Minister by the state parliament on October 27, 2008 . It was the first coalition government in Bavaria since the coalition of the CSU and the Bavarian Party in the Goppel I cabinet (1962–1966). The formation of a coalition became necessary after the CSU had lost its absolute majority in the state elections on September 28, 2008 .
According to the coalition agreement, the FDP appoints the Minister for Economy, Infrastructure, Transport and Technology and the Minister for Science, Research and the Arts . She is also entitled to the position of State Secretary in the Ministry of Economic Affairs. For the other members of the state government, the right of nomination lies with the CSU. As in the previous Stoiber and Beckstein cabinets, the constitutional maximum of 18 members introduced in 1998 has been fully used.
