The Bavarian State Ministry of the Interior, for Sport and Integration is a ministry of the Free State of Bavaria based in Munich . It was called the Bavarian State Ministry of the Interior (BStMI) until October 2013 , then until March 2018 the Bavarian State Ministry of the Interior, for Building and Transport and until November 2018 the Bavarian State Ministry of the Interior and for Integration .

Joachim Herrmann ( CSU ) has been Minister of State since October 16, 2007 , and Gerhard Eck (CSU) has been State Secretary since October 14, 2009 . Head of office has been Ministerial Director Karl Michael Scheufele since March 14, 2019 .

history

The Ministry was established on October 29, 1806 for the recently founded Kingdom of Bavaria as the Department of the Interior . The first Minister of State for the Interior was Count Maximilian von Montgelas until 1817 . On January 1, 1904, the Ministry of Transport was spun off. It was called the Royal State Ministry for Transport Affairs and was responsible for railways, post, telegraphs, steamship operations, the management of the state authorities for transport , in particular the Royal Bavarian State Railways , the Royal Bavarian Post and their telegraphs .

The official building of the ministry is the former Odeon , a classicist building by the Munich architect Leo von Klenze from 1828 at Odeonsplatz 3 in Maxvorstadt , which served as a concert hall until it was destroyed in the Second World War . The post-war building was based on a design by Josef Wiedemann .

Responsibilities

The Ministry is primarily responsible for internal security , voting rights , local government and construction in the Free State. It summarizes its activities in three subject areas: Citizens and the state with the areas of elections, municipalities, immigration law and e-government; Security with the areas of internal security, police , road safety , constitutional protection , fire brigade , rescue services , disaster and civil protection .

The subject areas of construction and transport , for which the previous supreme building authority in the Bavarian State Ministry of the Interior was responsible for construction and transport, were completely transferred to the independent State Ministry for Housing, Construction and Transport in 2018 .

Subordinate authorities

The seven governments of the administrative districts ( Upper Bavaria , Lower Bavaria , Upper Palatinate , Upper Franconia , Middle Franconia , Lower Franconia and Swabia ) as well as the presidium of the Bavarian riot police and the ten presidium of the Bavarian state police are subordinate to the ministry as middle level authorities . Subordinate authorities of the lower level are the 96 district administrative authorities in the 71 district offices and 25 independent cities, the 22 state building authorities and numerous police stations.

With regard to court administration , the six administrative courts and the Bavarian Administrative Court are also subordinate to the State Ministry.

Others

The AG BIRGiT (accelerated identification and repatriation of threats from the field of Islamist terrorism / extremism) has existed since October 2004 and is an amalgamation of several Bavarian security authorities . The aim is to identify and expel Islamist threats .
