After early political functions in the Altötting district as district chairman of the Junge Union Altötting, district councilor, city councilor in Neuötting and district chairman of the Junge Union Oberbayern , Tandler became a member of the Bavarian state parliament in 1970 after a failed candidacy for the German Bundestag . From 1971 to 1978 he was also general secretary of the CSU. In the first cabinet of his long-time mentor Franz Josef Strauss , he was Bavarian State Minister of the Interior from 1978 to 1982 . In this function, he took a particularly tough line against the emerging alternative youth culture and the squatter movement and justified obvious attacks by the police under his control in the face of criticism from the press and the opposition . In addition, in connection with the Oktoberfest attack, critics accuse him of playing down right-wing extremist activities.

In 1982 he changed to the chairmanship of the CSU parliamentary group , in 1983 he was again general secretary of the CSU and held both offices until 1988. On 14./15. June 1988 he was again Minister - still under Strauss - this time for economy and transport . After Strauss' sudden death on October 3, 1988, he moved to the office of Bavarian State Minister of Finance in the Streibl cabinet . In 1990 he gave up this post as a result of the Zwick affair (see below) and in 1991 his mandate in the state parliament. He switched to business, became a member of the Executive Board of Linde AG and remained in this position until he reached retirement age in 2001.

Zwick affair

Eduard Zwick - known as the Lower Bavarian spa king - loaned Tandler 700,000 DM in 1976 for the purchase of the " Hotel zur Post " in Altötting, which was renovated with public funds . In the parliamentary investigation of the Zwick affair and in the tax evasion trial against Eduard Zwick's son Johannes, Tandler got caught up in contradictions about the circumstances of the personal loans and is said to have made an unofficial false statement . It was also suspected that Tandler should have helped Zwick's tax evasion. Both charges were later against a money circulation of 150,000 DM set .
