Rudolf Eberhard (born November 1, 1914 in Nuremberg ; † December 26, 1998 in Munich ) was a German politician and economist. He experienced the war as an infantryman at the front until 1945, most recently as captain dR. He began his political career in 1947 as the district administrator of the Ebermannstadt district . As a member of the CSU , he was a member of the Bavarian state parliament from 1950 to 1974 . From October 1957 to June 1964 he served in the cabinets of Hanns Seidel , Hans Ehard and Alfons Goppel as Bavarian Finance Minister . From the end of 1958 he was also Deputy Prime Minister of Bavaria.

During his time as Minister of State for Finance, he was particularly keen to improve the financial strength of communities and districts. He realizes this through the Eberhard Plan named after him.

After resigning from his political offices, he headed the Bayerische Staatsbank from 1964 to 1971 .

From 1973 to 1980 he was chairman of the supervisory board of Süddeutsche Bodencreditbank .

Eberhard studied law and political science from 1935 to 1939 and completed his studies with the first state law examination and a diploma in economics. He was then drafted into the Wehrmacht and served at the front, most recently with the rank of captain. After the war he devoted himself to his political career. In 1947 he was elected to the district administrator of the Upper Franconian district of Ebermannstadt and after the state elections on November 26, 1950, he entered the Bavarian state parliament for the first time as a member. There, the evangelical-liberal Eberhard was elected deputy parliamentary group leader in June 1951. In 1954 he also took over the post of deputy state chairman of his party.

After the failure of the multi-party coalition led by Wilhelm Hoegner , the newly elected Prime Minister Hanns Seidel brought Eberhard into his cabinet as finance minister. He remained in this office even after the resignation of Seidel and his successor Ehard. In a phase of economic boom, he had a lasting impact on the office. He vehemently defended the tax revenues of the states against the federal government and helped the Bavarian municipalities to greater financial independence. In the fall of 1963, Eberhard announced his resignation from his political offices on June 30 of the following year in order to move to the top of the Bayerische Staatsbank.

In addition to his political activities, he was committed to the interests of tourism . From 1967 to 1991 he was President of the German Tourism Association and the German National Tourist Board .
