Alois Glück (born January 24, 1940 in Traunwalchen ) is a German politician ( CSU ) and former member of the state parliament as well as the president of the Bavarian state parliament . From 2009 to 2015 he was President of the Central Committee of German Catholics .

Life

education

Alois Glück grew up on a farm in Hörzing, Traunstein / Upper Bavaria, with two sisters. His father died on June 7, 1944 in Normandy near La Cambe . From 1957 Alois Glück worked on his parents' farm and at the age of 17 took over the management of the farm. He attended agricultural school and is a trained farmer. From 1964 to 1971 he was state secretary of the Catholic rural youth movement in Bavaria, during which time he continued his education in the fields of youth and adult education and in the field of journalism. One of Glück's main topics was the realignment of agricultural policy in Bavaria on the basis of cross-company cooperation. From 1966 to 1970, Alois Glück worked as a freelancer for various radio stations, including as a permanent freelancer for Bayerischer Rundfunk . At the end of 1970 his political career began in the Bavarian state parliament.

Political career

In 1970 Alois Glück was elected to the Bavarian State Parliament for the CSU. The political focus at the beginning of his work was on social policy, with a special focus on assistance for the disabled . Glück had experiences with disabilities at an early age in the family environment; his older sister was in a wheelchair because of polio, his son is severely disabled.

From 1974–1986 he was chairman of the parliamentary committee for regional development and environmental issues. Under the leadership of Glücks, the CSU program “Environmental Policy in the 1980s” and the policy paper “Progress in the service of life - paths and goals for the further development of industrial society” were developed. Alois Glück strongly influenced the environmental policy of the CSU in the 1970s and 1980s and is one of the pioneers of environmental policy in Germany. In 1986, Franz Josef Strauss appointed him State Secretary in the Bavarian State Ministry for Regional Development and Environmental Issues (until 1988), since 1988 he has been chairman of the CSU parliamentary group and from 1994 to 2007 the CSU district association of Upper Bavaria . He was also a member of the party leadership in the party presidium and chairman of the CSU Policy Commission by autumn 2009. In 2003, he became parliament president elected the Bavarian Parliament. He was no longer available for election to the state parliament in Bavaria in 2008 . At the time of leaving the state parliament, he was the longest-serving parliamentarian in Germany with 38 years of mandate.

In March 2011, following the Fukushima nuclear disaster , Chancellor Merkel appointed Glück to join a newly created ethics committee for a secure energy supply . The task of this commission with 17 members, equally composed of different scientific disciplines and representatives of social groups, was the risk assessment of various energy policy paths according to ethical criteria. As a result of the commission, guiding principles for the joint venture “Germany's Energy Future” emerged. From July 2011 to October 2016 he was also a member of the German Council for Sustainable Development , an advisory body to the German government.

Church engagement

Alois Glück has been a member of the Central Committee of German Catholics (ZdK) since 1983. On September 4, 2009, the main committee of the ZdK nominated him for the office of President of the ZdK after the originally elected Heinz-Wilhelm Brockmann withdrew his candidacy because of the lack of support from the German Bishops' Conference. On November 20, 2009 he was elected to succeed Hans Joachim Meyer with 169 votes out of 189 . He left his offices at the Donum Vitae , a controversial association in parts of the episcopate , but remained a member. His term of office was marked by growing tensions in the Catholic Church between the laity and the “official church”, but also generally growing tensions between reform-oriented and persistent forces. In response to the discussion about sexual abuse that broke out in the church in January 2010, Glück, as President of the ZdK, urged an open and honest discussion, in which the experience of those affected should be the focus. Many internal church debates were shaped by it in the period that followed. As a structure for a constructive debate, Glück pushed a process of dialogue between the Bishops' Conference and the lay organizations.

Alois Glück was a member of the Presidium of the Ecumenical Church Congress in Berlin in 2003 and, together with Eckhard Nagel, President of the 2nd Ecumenical Church Congress in Munich in 2010. Alois Glück was a member of the Katholikentag leadership for the 99th German Katholikentag 2014 in Regensburg in his function as ZdK President. On November 22, 2013, Alois Glück was re-elected as President of the ZdK by the General Assembly with a majority of 97%. On November 20, 2015, Thomas Sternberg was elected as his successor as President of the Central Committee of German Catholics.

Other engagement

Glück is honorary chairman of the Bavarian mountain rescue service . From 2002 to 2014 he was its chairman. During this time, the conditions and structure of mountain rescue changed fundamentally due to the increased use of helicopters and modern communication. During this tenure, the Bavarian Mountain Rescue Service set up the Center for Security and Training in Bad Tölz, a training center that is still unique in the world for the use of helicopters and new technical developments in communication, the use of drones in the search for missing persons and other technical developments.

Glück is the founding chairman of the Friends of the Frauenwörth Abbey . Its task was to secure the economic foundations for the continued existence of the abbey after the upheaval in the school system. Even during his time as parliamentary group leader and then as president of the state parliament, Glück supported the development of the hospice movement . In addition to relevant commitment at the state and federal level, he developed the initiative to found the “Network Hospice Southeast Bavaria” for the districts of Traunstein and Berchtesgadener Land. A team of specialist nurses and palliative care physicians now cares for around 700 patients annually in their last phase of life (as of 2019). The development of the cooperation between various professional services and institutions to create a joint and coordinated offer for seriously ill and dying people and their relatives was recognized in 2018 by the innovation award of the German Hospice and Palliative Foundation. In September 2019 he gave up the chairmanship and became honorary chairman.

After the successful referendum on “Biodiversity & Natural Beauty in Bavaria” , Prime Minister Markus Söder convened a “round table” as a joint advisory body for farmers, nature conservation and other organizations. With the mediation of Glücks, meetings of politicians, farmers' representatives and people's petition initiators took place from February 20, 2019, at which a further developed draft law was to be drawn up. In an intensive consultation process, polarizations were broken down and common ways of understanding and acting were developed. The “Round Table for More Species and Nature Conservation” resumed its work on December 9, 2019 at the suggestion of Prime Minister Markus Söder. Among other things, the focus is now on representatives of the municipal umbrella organizations in order to determine the municipalities' options for action.

Political positions

Individual responsibility of the citizens and solidarity of society

From July 1999 to December 2009 Chairman luck was policy commission of the CSU. As such, he contributed significantly to the development of strategic position papers of the CSU such as “Active Civil Society” and “Social Market Economy for the 21st Century”. After a two-year development process under the leadership of Glücks, the new basic program “Opportunities for everyone! Shaping the future together in freedom and responsibility ”. The social model therein is the “solidarity performance society” as a model that combines the personal responsibility of the citizens and the solidarity of society.

Admission of married deacons to priestly ordination

Four days after taking up his new office as chairman of the Central Committee of Catholics, Glück spoke out in favor of admitting proven, married deacons with appropriate training to priestly ordination .
