The Bavarian Police Administration Office (PVA), based in Straubing, is responsible for prosecuting all traffic offenses that have been committed and identified in the Free State of Bavaria .

history

The authority began its work as the state procurement office for police equipment on May 1, 1946 in Munich . In September 1968 it was renamed the Bavarian Police Administration Office and received additional tasks, such as weapons and telecommunications workshops. The PVA was given a responsibility that still exists today from January 1, 1969 when the Central Fines Office was established. In the 1980s the central fines office (ZBS) was relocated to Viechtach . On the basis of a Council of Ministers decision of March 31, 1992, the police administration office was relocated from Munich to Straubing. In 1999 it was gradually restructured from a procurement office to a traffic office. The central processing of traffic offenses was taken over from 2005, of alcohol violations by novice drivers in 2007 and of certain violations of the Nature Conservation Act and the Radiation Protection Ordinance in 2009. The President of the Bavarian Police Administration Office has been Ministerialrat Timo Payer since February 1, 2015, succeeding Gerold Mahlmeister.

The Bavarian Police Administration Office is directly subordinate to the Bavarian State Ministry of the Interior , the highest department of the Bavarian police .

The seat of the police administration office is in the east of the Lower Bavarian city ​​of Straubing. The PVA is essentially divided into three departments:

  • General administration in Straubing (Department I)
  • Central Traffic Offenses Office (ZVOWiS) in Straubing (Department II)
  • Central Fines Office (ZBS) in Viechtach (Department III)

The PVA has a total of around 500 employees.

Responsibilities

Department II (Central VOWi Office) in Straubing is responsible for processing written warnings (up to an amount of 55 euros) and for the preparatory work for the issuing of a fine. This is around three million processes annually.

Department III (Central Fine Office) in Viechtach is responsible for issuing fines (from an amount of 60 euros), as well as for handling the entire fine procedure. Around one million notifications are issued annually.
