The government of Upper Franconia is a medium-sized state authority based in Bayreuth with 550 employees. Among other things, it is responsible for the general supervision of the state authorities as well as legal and technical supervision, for example of the Upper Franconian regional authorities. It represents the state government in Upper Franconia and vice versa.
Four independent cities and 210 municipalities or administrative communities are in the area of responsibility. Since 1970 the Government of Upper Franconia is in collaboration with the Regional Planning Association Upper Franconia-West and the Regional Planning Association Upper Franconia East the number of levels out. The government of Upper Franconia also publishes the Upper Franconian Official Gazette (OFrABl) with the Upper Franconia District, the regional planning associations and the special purpose associations in Upper Franconia .

The government is the " middle authority in a three-tier administrative structure between the Bavarian State Ministries and the authorities of the lower tier (e.g. district offices )".

- is the state supervision of a large number of subordinate authorities and local authorities; it is also the objection authority.

There is also an office in Coburg (Oberer Bürglaß 34–36).
Over time, a building complex with government offices was built in the center of Bayreuth. It is located between Kanzleistrasse and Ludwigstrasse. The Presidential Garden is located between Courtyard 2 and Courtyard 4.
Government Presidential Building
The representative building "Government Presidential Building" at Ludwigstrasse 20 opposite the New Palace dates back to the late baroque and houses, among other things, the office of the district president and the district council room on the first floor.
