Florian Herrmann
Florian Herrmann (born December 7, 1971 in Kelheim ) is a German lawyer and politician ( CSU ). Since 2008 he has been a member of the Bavarian State Parliament , since 2018 Head of the Bavarian State Chancellery and Bavarian State Minister for Federal and European Affairs and the Media.
Life
Study and job
After graduating from high school in 1991 at the Dom-Gymnasium Freising , Herrmann studied law at the Ludwig Maximilians University in Munich , the Johann Wolfgang Goethe University in Frankfurt am Main and the Rheinische Friedrich-Wilhelms University in Bonn . In 1996 he passed the first state examination in law in Munich with distinction and in 1996/97 he completed the Master of Laws (LL.M.) Program at the University of Pennsylvania in Philadelphia ( USA ). Subsequently, as part of a research project of the German Research Foundation with Michael Stolleis at the University of Frankfurt / Main and at the Max Planck Institute for European Legal History in Frankfurt am Main, he was on a topic of international law history ( "The standard work. Franz von Liszt and international law " ) PhD. After completing his legal clerkship in the Munich Higher Regional Court, he passed the second state examination in 2001 with distinction. During his studies and doctorate, Herrmann received a scholarship from the Cusanuswerk Episcopal Study Fund . In 2001 Herrmann was admitted to the bar and worked in a Munich law firm until he founded a law firm focused on commercial law in 2003 .

Political party
Herrmann joined the Christian Social Union in Bavaria in 1998 . He began his political career in 1999 as managing director of the CSU local association Freising . From 2003 to 2007 he was local chairman in Freising and deputy district chairman. Since 2007 he has been the district chairman of the CSU in the Freising district . Herrmann has been the district chairman of the CSU Police and Internal Security working group since 2013. Since 2013 he has also been a member of the CSU party executive. Herrmann is also chairman of the CSU media commission.
Local politics
Herrmann has been a member of the district council of the Upper Bavarian district of Freising since 2002 . From 2006 to 2018 he was chairman of the CSU district parliamentary group. In the local elections in 2002 he was the CSU candidate for the office of district administrator .
Parliament
Since the state elections in Bavaria in 2008 , Herrmann has been a directly elected member of the Bavarian state parliament for the Freising constituency as the successor to Otto Wiesheu . In his first legislative term, he was a member of the Committee on Local Affairs and Internal Security and the Committee on Constitution, Law, Parliamentary Questions and Consumer Protection and the Data Protection Commission. He is also a member of the BayernLB / HGAA investigative committee, of which he became chairman in March 2011 after the previous chairman, Thomas Kreuzer , was appointed State Secretary in the Bavarian Ministry of Culture. From December 2011 to October 2013 he was Deputy Chairman of the Committee on Local Affairs and Homeland Security.
He was a member of the 15th Federal Assembly .
From April 2013 until the end of July 2013 he was chairman of the committee of inquiry into the Gustl Mollath case . In the state elections in Bavaria in 2013 , he defended his constituency. He was then elected chairman of the Committee on Local Affairs, Homeland Security and Sport. In the CSU state parliamentary group, he was a member of the parliamentary group's executive committee, chairman of the working group for municipal issues, internal security and sport as well as the parliamentary group's internal policy spokesman. He was also deputy chairman of the “ Modeling ” committee of inquiry . He was a member of the 16th Federal Assembly .
Head of the State Chancellery and Minister
On March 21, 2018 he was appointed head of the Bavarian State Chancellery and Minister of State for Federal Affairs in the Bavarian Söder I cabinet under Prime Minister Markus Söder . He has been a member of the Federal Council since April 17, 2018 . In the state elections in 2018 , he defended his constituency again. On November 12, 2018, he was reappointed to his previous ministerial office in the Söder II cabinet , which was expanded to include responsibilities for European affairs and the media. He has been Bavaria's representative in the European Committee of the Regions since 2019 .
Civil society engagement
Herrmann is a member of various local associations. From 2001 to 2015 he was district chairman of the European Union in the Freising district and has been deputy chairman of the Freising training offensive eV since 2005.In addition, from 2008 to 2018 he was the honorary federal legal guardian of the Bund der Egerländer Gmoin eV In 2009 he was elected to the board of the Freising Community Foundation. In 2010 he was elected Vice President of the Landesverkehrswacht Bayern eV , and in 2012 President. Since 2013 he has been a board member of the Education Center Foundation of the Archdiocese of Munich and Freising. Since 2019 he has been a member of the board of trustees of the University of Philosophy , Munich. He is also an honorary organist .
Private
Herrmann is the son of the former President of the Technical University of Munich , Wolfgang Herrmann . He is Roman Catholic and lives with his wife Renate (daughter of the former Mayor of Freising, Dieter Thalhammer ) in Freising.
