Ludwig Spaenle (* 16th June 1961 in Munich ) is a German politician of the CSU . Since May 2018 he has been the anti-Semitism commissioner of the Bavarian State Government. Before that he was Bavarian State Minister for Education and Culture, Science and Art from October 10, 2013 to March 21, 2018 . He had been Bavarian State Minister for Education and Culture since October 30, 2008. In 2010 he was also President of the Conference of Ministers of Education .

After graduating from the humanistic Wilhelmsgymnasium in Munich in 1980, Spaenle studied history and Catholic theology at the Ludwig Maximilians University in Munich . In 1986 he graduated with a Magister Artium (MA) and in 1989 he became a Dr. phil. PhD. He received a scholarship from the Hanns Seidel Foundation for study and doctoral studies . Spaenle worked from 1979 to 1990 as a railroad worker for the Deutsche Bundesbahn . From 1990 he worked as a television editor for Bayerischer Rundfunk .

Ludwig Spaenle began his political career in 1974 in the Schüler Union , of which he was Munich district chairman in 1977/78. Since 1975 he was a member of the Junge Union . From 1988 to 1991 Spaenle was JU district chairman of Munich- Schwabing , from 1995 to 1998 he was a member of the regional committee of the Junge Union Bayern. He has been a member of the CSU since 1977, and from 1991 to 1997 he was CSU local chairman in Munich - Alt-Schwabing. Since 1993 he has been a member of the district executive committee of the CSU Munich without interruption. From 1997 to 2011 he was district chairman of the CSU Munich-Schwabing and from 2004 to 2011 he was deputy district chairman of the CSU district of Munich. From 2004 to 2009 he was state chairman of the university and culture working group of the CSU. Ludwig Spaenle has been a member of the CSU party executive committee since 2007. On July 18, 2011, Spaenle was elected district chairman of the CSU Munich. Since the autumn of 2011 he has been a member of the highest committee of the CSU, the Party Presidium.

In 1994 Ludwig Spaenle was elected to the Bavarian State Parliament for the CSU . He represented the Munich-Schwabing constituency ( constituency of Upper Bavaria ). Since 2002 he has been an elected member of District Committee 12 ( Schwabing - Freimann ) of the City of Munich.

In the state parliament, Ludwig Spaenle was chairman of the committee for universities, research and culture from 2003 to 2008 and of the state monument council from 2002 to 2008 . From 2003 to 2008 he was a member of the parliamentary committee of the CSU parliamentary group.

On October 30, 2008, Spaenle took over the State Ministry for Education and Culture in the cabinet of Prime Minister Horst Seehofer as the successor to Siegfried Schneider . In 2010 he was President of the Standing Conference of Education Ministers in the Federal Republic of Germany . Since February 2013 he has been the coordinator of the Union-led countries in the Conference of Ministers of Education. In October 2013 he remained in the Seehofer II cabinet for culture, but his ministry also received the areas of science and art. He is also Chairman of the Supervisory Board of the Regensburg University Hospital .

In April 2013, in the course of the relatives affair, it became known that Spaenle had employed his wife from 1997 to 2008. By order of the Bavarian Constitutional Court , the state government stated in June 2014 in response to a parliamentary request from the SPD that the wife Spaenles had received a total of more than 600,000 euros gross for the employment by her husband between 1997 and 2013. Spaenle reimbursed the amount of over 37,000 euros that his wife had received for the years after 2008 to the state treasury.

On March 21, 2018, Spaenle surprisingly left the Bavarian state government and was no longer represented in the Söder I cabinet .

Since May 2018 Spaenle has been the “ Commissioner for Jewish Life and Against Anti-Semitism, for Remembrance Work and Historical Heritage ” of the Bavarian State Government.

He was initially no longer a member of the Bavarian State Parliament, which was elected on October 14, 2018, as he was subject to Christian Hierneis (34.3%) of the Green Party with 20.9% in his constituency of Munich-Schwabing and no CSU politician on a list (Spaenle Platz 3) moved into the state parliament. As a replacement for the newly elected district administrator of Rosenheim, Otto Lederer , he has been a member of the state parliament again since May 1, 2020.

In his voluntary work, Spaenle is, among other things, the board of directors of the student cooperative of the humanistic Wilhelmsgymnasium in Munich, where he graduated from high school in 1980, as well as chairman of the board of directors of the support association of the Wilhelmsgymnasium. He is a member of the board of trustees of the University of Philosophy of the Jesuits in Munich , the Ludwig Maximilians University in Munich and the Institute for Bavarian History .
