Paul Mikat (born December 10, 1924 in Scherfede ; † September 24, 2011 in Düsseldorf ) was a German professor of civil law, legal history and canon law, politician ( CDU ) and from 1962 to 1966 Minister of Culture of North Rhine-Westphalia .

Life

Paul Mikat was the illegitimate child of a doctor and art historian and a Roman priest. He was adopted and raised by Leo Mikat, a Protestant executive at Krupp, and his wife, a Catholic teacher.

Mikat visited the school Marianum in Warburg and studied at the Rheinische Friedrich-Wilhelms University in Bonn law . In 1954 he was with the work of Sexual Impotence as an impediment to marriage in canon law doctorate . There he completed his habilitation in 1956.

In 1949 he became a member of the KDSt.V. Rheinfels Bonn (later merged with KDSt.V. Ascania Bonn ) in the CV .

In 1957 he accepted a professorship for German law, civil law, commercial law and church law at the Julius Maximilians University of Würzburg . There he was director of the Institute for German Law and the Institute for Church Legal History until 1965. In 1965 he accepted a position at the Ruhr University in Bochum , where he was a full professor for civil law, legal history and canon law until his retirement in 1990.

In 1962, Mikat was appointed Minister of Education for the State of North Rhine-Westphalia; he held this office until he switched to a social-liberal coalition in 1966. During this time, measures were taken to remedy the shortage of teachers by bringing new teachers into the civil service with short training who did not have the classic careers of studies, first and second state exams. These teachers were colloquially called " Mikatzen " or "Mikater".

Due to the large number of decrees and decrees, a time unit was jokingly named after him, which includes the mean distance between two decrees.

From 1966 to 1969 he was a member of the North Rhine-Westphalian state parliament. From 1969 to 1987 he was a member of the German Bundestag .

Mikat also held a number of other offices: in 1987 he was appointed Chairman of the Mining Regions Commission and in 1998 Chairman of the Federal Government's Energy Commission. Under his leadership, the so-called "Mikat Commission" worked out a perspective for German hard coal mining from 1989 onwards after the expiry of the contract of the century . He was also chairman of the founding committee of the Faculty of Law at Düsseldorf University and the founding committee of Bielefeld University as well as a member of the North Rhine-Westphalian Academy of Sciences and Arts , of which he was president from 1998 to 2001. Mikat was also a corresponding member of the Austrian Academy of Sciences . From 1967 to 2007 he was President of the Görres Society for the Care of Science . He has been a member of the board of the Peter Klöckner Foundation since 1983 and a member of the Board of Trustees of the Alfried Krupp von Bohlen und Halbach Foundation since 1984 .

When the Peace Prize of the German Book Trade was awarded in 1966, Paul Mikat was the laudator for the Catholic Curia Cardinal Augustinus Cardinal Bea (1881–1968) and the Dutch Reformed theologian Willem Adolf Visser 't Hooft (1900–1985).

In October 2009, documents were submitted according to which Mikat was a member of the NSDAP (membership number 9,596,776; admission date April 23, 1943). This sparked a public controversy, in the course of which Mikat made no comment.

Awards

He was also an honorary senator of the University of Düsseldorf and received three additional honorary doctorates before 1998.

Foundations

  • 1992: Paul Mikat Foundation with the purpose of promoting research and teaching at the Heinrich Heine University in Düsseldorf, specifically by supporting the Faculty of Law. The foundation's assets on December 31, 2007 amounted to € 82,000.
