Live and act

After completing her studies (teaching post at primary and secondary school, specializing in English, industrial studies / economics and mathematics) at the University of Education in Münster and Bielefeld , Ute Schäfer initially worked as a teacher, later as vice-principal at a secondary school and then at a primary school .

Schäfer, a member of the SPD since 1982, was a member of the SPD's party council from 1998 to 2000. She has been a member of the North Rhine-Westphalia state parliament since June 2, 2000 . She moved into parliament for the Lippe I state constituency. On November 12, 2002 she was appointed Minister for Schools, Youth and Children of the State of North Rhine-Westphalia ( Steinbrück Cabinet ). In the state elections won by the CDU and the FDP on May 22, 2005 , Ute Schäfer lost her direct mandate in constituency 97 (Lippe I) to Heinrich Kemper (CDU), but entered the state parliament again via the SPD state list. On June 24, 2005 Ute Schäfer resigned from the ministerial office in the course of the change of government and acted as deputy chairwoman of the SPD parliamentary group in the 14th legislative period (2005-2010).

During Ute Schäfer's term of office as Minister of Education, the state government successfully introduced the draft for a uniform new school law to the state parliament. As a result, the previous seven laws were combined into one school law. The new school law for the state of North Rhine-Westphalia (School Act NRW - SchulG) of February 15, 2005 (GV. NRW. P. 102) was later changed in several points by the new coalition after the change of government.

In the state elections in North Rhine-Westphalia in 2010 , she was able to win back her direct mandate in the Lippe I state electoral district with 45 percent of the first votes from Heinrich Kemper and defend it in 2012 . In the Kraft I cabinet , Schäfer took over the office of Minister for Family, Children, Youth, Culture and Sport. In the same function she belonged to the Kraft II cabinet . On October 1, 2015, she resigned from the ministerial office at her own request. She is no longer a member of the state parliament elected in 2017.

In September 2016, Ute Schäfer was elected as the new chairman of the Association Literaturbüro OWL in Detmold eV, which had got into financial difficulties due to claims made by the state of North Rhine-Westphalia.
