Antisemitism Officer ( English Anti-Semitism commissioner ) are of mostly state institutions appointed persons to combat anti-Semitism organized.

Anti-Semitism Commissioner of the Federal Government

By resolution of the German Bundestag on January 18, 2018, the office of the Federal Government's Anti-Semitism Commissioner was established.

The commissioner's task is to coordinate the measures taken by the federal government to combat anti-Semitism. It should also coordinate a permanent federal-state commission with representatives of the responsible bodies and contribute to raising society's awareness of current and historical forms of anti-Semitism through public relations work as well as political and cultural education.

Felix Klein has held the post since May 1, 2018 .

Anti-Semitism commissioner in the federal states

In thirteen federal states, anti-Semitism commissioners were appointed by the respective state governments.

  • Baden-Württemberg: Michael Blume
  • Bavaria: Ludwig Spaenle . In 2019, according to preliminary data from the State Office of Criminal Investigation, 307 reported anti-Semitic crimes were registered in Bavaria, around 40 percent more than in the previous year. The authorities attribute almost 300 of the acts to the right-wing political spectrum.
  • Berlin: Samuel Salzborn , who is to take over the office from the previous acting agent Lorenz Korgel on August 20, 2020 .
  • Hessen: Uwe Becker previously Felix Semmelroth
  • Mecklenburg-Western Pomerania: On November 1, 2019, Hansjörg Schmutzler took up an honorary position as state commissioner for Jewish life . He is assigned to the Ministry of Justice.
  • Lower Saxony: Franz Rainer Enste took up his position on November 1, 2019. The office of the anti-Semitism commissioner is located in the Ministry of Justice. The introduction of an anti-Semitism officer has been under consideration since April 2018.
  • North Rhine-Westphalia: Sabine Leutheusser-Schnarrenberger
  • Rhineland-Palatinate: Dieter Burgard
  • Saxony: Thomas Feist was appointed by the Saxon Cabinet on March 5, 2019 as an honorary "Commissioner for Jewish life in Saxony". The office is located in the Ministry of Culture. It should also take a look at the fight against anti-Semitism and prevention.

According to a query in the federal states in May 2018, the six federal states of Brandenburg, Bremen, Hamburg, Mecklenburg-Western Pomerania, Saxony and Schleswig-Holstein did not want to appoint an anti-Semitism officer at the time:

In Brandenburg, the position of an anti-Semitism officer should be settled in 2019 at the Moses Mendelssohn Center for European-Jewish Studies in Potsdam , announced State Chancellery head Martin Gorholt in October 2018. The lawyer and long-time Potsdam local politician Peter Schüler took over this task from May 1, 2019. The state government of Brandenburg itself has not set up an anti-Semitism officer of its own, but only supports the specialist department at the Moses Mendelssohn Center.

On October 18, 2018, when the intention of the state of Brandenburg to set up the position of an anti-Semitism commissioner became known, Domradio reported that the anti-Semitism commissioner of the federal government, Felix Klein, would like to have colleagues in all federal states. Because a large part of the issues that are relevant in the fight against hatred of Jews fall within the responsibility of the federal states.

In Bremen, after the attack in Halle (Saale) in 2019, the Mayor Frank Imhoff demanded the establishment of an anti-Semitism officer for Bremen, which, however, neither the Jewish community in the state of Bremen nor Mayor Andreas Bovenschulte (SPD) see any need.

On October 27, 2019 it became known. that the city of Hamburg will appoint an anti-Semitism officer and set up a round table against anti-Semitism. The application of the government parliamentary groups was referred to the social committee on November 6th by the Hamburg citizenship.

The investigations were still ongoing in 49 proceedings. 169 proceedings were discontinued because the perpetrators could not be identified or the investigations did not result in sufficient suspicion.

  • Rabbi Efraim Yehoud-Desel has been the anti-Semitism officer of the school foundation in the Diocese of Osnabrück since August 15, 2019 . On November 9, 2019, he launched the campaign “Together against anti-Semitism”. By wearing or attaching the designed logo, as many people as possible should profess their resistance to anti-Semitism. Anti-Semitism Commissioner of the European Union

In the resolution of the European Parliament of June 1, 2017 on combating anti-Semitism, the European Parliament decided on a comprehensive catalog in this regard, which among other things contains:

“The European Parliament

1. Stresses that hate speech and any form of violence against the Jewish citizens of Europe are incompatible with the values ​​of the European Union;

2. Calls on the Member States and the institutions and agencies of the European Union to adopt and implement the International Alliance for Holocaust Remembrance (IHRA) (4) working definition of anti-Semitism in order to encourage judicial and law enforcement agencies to conduct investigations more efficiently and effectively and prosecute anti-Semitic attacks and calls on Member States to follow the example of the UK and Austria in this regard;

3. Calls on the Member States to take all necessary steps to make an active contribution to ensuring the safety of their Jewish citizens and Jewish religious, educational and cultural institutions, in close coordination and dialogue with the Jewish communities Civil society organizations and non-governmental organizations engaged in the fight against discrimination;

4. Welcomes the appointment of the Commission's Anti-Semitism Coordinator and urges the Commission to provide all the necessary tools and support to make this function as effective as possible;

5. Calls on the Member States to appoint national coordinators to combat anti-Semitism;

6. Calls on the members of the national and regional parliaments and political leaders to systematically and publicly condemn anti-Semitic statements and to engage with counter-speeches and alternative discourses and to set up cross-party parliamentary groups against anti-Semitism in order to combat anti-Semitism more intensively across the political spectrum ;

As of October 2019, 27 countries - including the United Kingdom, Germany, Austria, Lithuania, Slovakia, Romania and Bulgaria - have adopted this definition.

In the new EU Commission , which was elected by the European Parliament at the end of November 2019, Katharina von Schnurbein is based directly with Ursula von der Leyen's deputy Margaritis Schinas (Greece). In addition to being responsible for education and migration, Schinas was also given the task of coordinating dialogue with churches and religious communities. OSCE Commissioner for Anti-Semitism

The office of anti-Semitism Commissioner of the Organization for Security and Cooperation in Europe (OSCE), the Parliamentary Assembly Special Representative on Anti-Semitism, Racism, and Intolerance ( English Special Representative of the Parliamentary Assembly against anti-Semitism, racism and intolerance ), takes since 2015, the US Senator Benjamin Cardin came true and was reappointed on July 27, 2019. At the US Congress, he presented a bipartisan resolution condemning anti-Semitism and calling on world leaders to speak out against it. He was the main proponent of a Senate resolution that supported the goals of the Prague Conference on the Fortunes of the Holocaust Era. Anti-Semitism officer in France

In France, on May 3, 2017, Frédéric Potier was appointed interministerial representative for the fight against racism, anti-Semitism and homophobia. He is the prefect of the eleven-member Délégation Interministérielle à la Lutte Contre le Racisme, l'Antisémitisme et la Haine anti-LGBT (DILCRAH), which was set up in February 2012 and reports directly to the Prime Minister. For this purpose, she advises the ministries, especially in the areas of education, police and justice, but also culture, urban politics, digital and overseas. In particular, she coordinated the development of the Action Plan Against Racism and Anti-Semitism 2015-2017 and the Mobilization Plan against Hate and Discrimination against LGBT people . Frédéric Potier denounces the steep increase in the number of anti-Semitic crimes in the first nine months of 2018 by almost 70 percent and gives three reasons for this: radical Islamism , the rise of right-wing extremists and the effects of the Internet and social media. Anti-Semitic or racist attacks are increasingly common after hate reports.

Anti-Semitism Commissioner in Greece

In April 2019, the government of Greece appointed Efstathios C. Lianos Liantis as anti-Semitism commissioner to combat hatred of Jews and denial of the Holocaust.

Anti-Semitism Commissioner in Italy

Against the background of reports of growing anti-Semitism, the Italian government appointed a commissioner to combat hostility towards Jews in early 2020. As Prime Minister Giuseppe Conte wrote on Twitter, the professor and politician Milena Santerini is taking over the new post, and a parliamentary commission to combat racism and anti-Semitism has been set up. Santerini reported that around 170 of the total of around 250 anti-Semitic crimes counted in 2019 occurred on the Internet.

Austria

As of November 2018, the Austrian government does not want to appoint an anti-Semitism officer.

Anti-Semitism Officer in the UK

On July 23, 2019 one day before her resignation, Prime Minister has Theresa May John Mann for Independent adviser on antisemitism ( English independent consultant against anti-Semitism appointed). He is chairman of the All-Party Parliamentary Group against Antisemitism ( English All Party Group Against Anti-Semitism ) and responsible for the Ministry of Housing, Communities & Local Government ( English Ministry of Housing, Communities and Local Government , MHCLG) independent advice on the most effective methods to fight anti-Semitism. On September 7, 2019, John Mann announced that he would no longer stand as a Labor MP in the House of Commons in the upcoming parliamentary elections in order to devote himself to this task full-time. Another reason is that Jeremy Corbyn is unable to be Prime Minister because he completely mishandled the anti-Semitism crisis that has gripped the party. John Mann plans to work with Lord Eric Pickles , the UK's special envoy on matters relating to the Holocaust , and Tariq Ahmad, Baron Ahmad of Wimbledon , the special envoy on freedom of religion or belief, to ensure a unified approach.

Switzerland

Switzerland has not appointed its own anti-Semitism officer. The task is carried out by the Federal Commission against Racism (FCR), which has existed since 1995 . It is an extra-parliamentary commission set up by the Federal Council. As such, it has the task of advising the Federal Council, the departments and offices from an independent perspective. In November 2011, the Federal Council elected Martine Brunschwig Graf as President of the FCR, which she has chaired since the beginning of 2012. There is also the Foundation against Racism and Anti-Semitism , established in 1990 . Together with her, the Swiss Association of Israelites (SIG) publishes an annual anti-Semitism report.

At the Federal Department of Home Affairs , a specialist unit for the fight against racism was set up in 2001 as part of the General Secretariat . She is responsible for the prevention of racism. It designs, promotes and coordinates activities at federal, cantonal and communal levels. It uses the IHRA definition of anti-Semitism.

Anti-Semitism Commissioner for the World Jewish Congress

Julius Meinl V. was founded in October 2017. Commissioner of the World Jewish Congress appointed (World Jewish Congress, WJC) for combating anti-Semitism.
