Roland Rixecker

Roland Rixecker (born May 16, 1951 in Völklingen ) is a German lawyer .

Life

Rixecker studied law and business administration at Saarland University . He passed his legal state exams in 1974 and 1976 and obtained his doctorate in 1983 on the protection of the individual in the context of co-determination in personal matters. After several years as a judge at the Saarbrücken Regional Court , he was a research assistant at the III. Civil Senate of the Federal Court of Justice .

In the Saarland Ministry of Justice he held the post of State Secretary under Arno Walter from 1985 to 1995 . In 1995 he was appointed President of the Saarland Higher Regional Court and President of the Constitutional Court of Saarland . The Saarland University appointed Rixecker honorary professor for public and private law. In spring 2008 he was discussed as a possible successor to Winfried Hassemer as Vice President of the Federal Constitutional Court .

After his appointment as President of the Saarland Higher Regional Court, Rixecker became chairman of the 5th civil senate there, whose case law has significantly shaped insurance law. During this time, as a member of the reform commission, Rixecker had a major influence on the amendment to insurance contract law on January 1, 2008. He has also been recognized by numerous publications in the field of insurance law: Among other things, he is co-author of the handbook of insurance law and the manual commentary on insurance contract law Römer / Langheid. In addition, he regularly comments on judgments with a focus on insurance law in the magazine for damage law, of which he is co-editor. He is also co-editor and co-author of the Munich Commentary on the Civil Code . There he comments on the general right of personality . Rixecker is also co-editor and author of a commentary on the Saarland state constitution.

In his role as a lecturer and honorary professor at Saarland University, Rixecker is involved in teaching students who are preparing for the first state examination. For this purpose, he offers a revision course in constitutional and administrative law, the subject of which is original exams. As a member of the state examination office for lawyers, Rixecker regularly conducts oral exams in civil law as well as in constitutional and administrative law.

As an SPD member, Rixecker held various positions in the Völklingen local association and was also a member of the state board of the Jusos . He is currently deputy chairman of the SPD Federal Arbitration Commission, of which he has been a member since 1999. He is anti-Semitism commissioner for the Saarland state government.
