Franz Rainer Enste (* 1953 in Münster ) is a German administrative lawyer and former judge , editor and non-fiction author . He was spokesman for the Lower Saxony state parliament and the Lower Saxony state government .

Life

Franz Rainer Enste studied law and political science , completed his legal preparatory service in North Rhine-Westphalia , received his doctorate in 1983 at the Westfälische Wilhelms-Universität in Münster on the subject of the name change according to § 3 paragraph 1 NÄG with special consideration of the so-called stepchildren cases .

Subsequently, Enste initially worked as acting head of the legal department of the city of Lüneburg and also as a judge at the administrative court of Lüneburg and the administrative court of Stade . In 1989 he was seconded to the legislative and advisory service of the Lower Saxony state parliament, where he was made civil servant in 1991.
