Siegfried Schneider (born April 7, 1956 in Oberzell ) is a German politician ( CSU ). As Minister of State he was head of the Bavarian State Chancellery . From 2007 to 2011 he was district chairman of the CSU Upper Bavaria. As minister responsible for media, Schneider was also chairman of the board of MedienCampus Bayern , and has been deputy chairman since November 2011. Since October 1, 2011, Schneider has been President of the Bavarian State Center for New Media .

education and profession

After graduating from high school in 1975 at the Reuchlin Gymnasium in Ingolstadt , Schneider did his basic military service with the pioneers in Ingolstadt, then he took up teaching at elementary schools at the Catholic University of Eichstätt (1977–1980). Between 1980 and 1994 he worked as a teacher at various elementary , secondary and special schools . During his studies, Schneider became a member of the Catholic student association KDSt.V. politics

His political career began in 1977 when he joined the CSU. In 1985 Schneider was elected to the district executive committee of the CSU in the Eichstätt district, in 1987 to the CSU local chairman and in 1990 to the local council of his place of residence Wettstetten . On September 25, 1994 Schneider was elected to the Bavarian State Parliament via the list of the CSU Upper Bavaria . In 1998, Schneider then stood as a direct candidate for the Bavarian State Parliament in the Eichstätt district and received 56.6 percent of the first votes cast. In 1996, he was elected to the district council of the Eichstätt district. In 1997 he became a member of the CSU district executive in Upper Bavaria , where he has been the deputy district chairman since 2001.

On June 30, 2007, he was elected as the successor to the previous incumbent Alois Glück in a vote against Thomas Goppel as district chairman of the CSU Upper Bavaria. On July 23, 2011, Ilse Aigner replaced him in this position.

Member of the state parliament

As a member of the state parliament, he represented the constituency of Eichstätt ( constituency of Upper Bavaria ), he soon drew attention to himself through advances in education policy , for example by advocating longer periods of primary school together . In 2002 he became the education policy spokesman for the CSU parliamentary group. From 2002 to 2003 he acted as deputy chairman of the committee for education, youth and sport in the state parliament. In 2003 he took over the chairmanship of this committee. As spokesman for the Upper Bavarian CSU MPs, he was able to position many Upper Bavarians in important committees. He resigned his state parliament mandate on May 13, 2011.

Minister of Education

On April 20, 2005, Siegfried Schneider succeeded Monika Hohlmeier, who resigned on April 15, 2005 in connection with the Munich CSU affair , as Bavarian State Minister for Education and Culture. He was sworn in on April 21, 2005. With Schneider, another politician from the 94 group , including parliamentary group leader Joachim Herrmann and Minister of Social Affairs Christa Stewens , took on an important position.

As minister of education, Schneider quickly set the accents of his politics. The number of open and bound all-day schools should be increased under him. With the "Modus 21 measures" the schools were given more independence in the areas of school organization, individual support, performance surveys and personnel management. At the specialist congress on quality assurance at Bavarian schools on November 25, 2005 in Eichstätt, Schneider announced that he would establish a further path to higher education for young people who had completed vocational training with a vocational secondary school. In autumn 2006, Schneider also announced a reform of the secondary school, which is to be more oriented towards vocational preparation.

Schneider criticized the OECD education analyst Andreas Schleicher , whom he accuses of being one-sided and simplistic in his analyzes of the Bavarian and German school system when he speaks of low permeability and a strong connection between social background and school success. In his “prayer wheel-like repeated and one-sided demand” for more high school graduates and university graduates, Schleicher completely ignored the importance of vocational training in Germany, although in Germany, compared to the OECD, a number of 25-64 year-olds who have a degree in secondary education is well above the average II dispose.

Schneider rejected the massive criticism of the UN human rights inspector Vernor Muñoz of the German school system in March 2007 with the following words. “The structured school system offers very good conditions for optimally promoting children and young people according to their talents and interests.” Vernor Muñoz, UN inspector for the right to education, was in Germany for ten days in February 2007 to offer equal opportunities to investigate German schools.

Schneider was also accused of failing to get a grip on some problems in school policy, especially at the eight-year grammar school and the secondary schools.

Head of the State Chancellery

After the state elections in 2008 , Prime Minister Horst Seehofer did not reappoint him as minister of education, but as head of the state chancellery with ministerial rank in the Seehofer I cabinet . He held this office until March 17, 2011.

Bavarian state headquarters for new media

Siegfried Schneider was elected President of the Bavarian State Center for New Media on February 24, 2011, succeeding Wolf-Dieter Ring . He received 33 votes out of 44; His opponent Goderbauer-Marchner received 11 votes . Schneider took office on October 1, 2011.

TSV 1860 Munich

From November 2009 to June 2015 he was a member of the supervisory board and, after its renaming, to the administrative board of TSV 1860 Munich .
