Marcel Huber (born January 10, 1958 in Mühldorf am Inn ) is a German politician ( CSU ) and has been a member of the Bavarian State Parliament since 2003 . After October 2007, he was a member of various offices in the Bavarian state government , including twice as Head of the State Chancellery (2011 and 2014–2018) and as Environment Minister (2011–2014 and 2018).

Life

Huber was born as the son of the administrative officer Rudolf Huber and the teacher Marianne Huber and grew up in Ampfing . After attending primary school, he switched to the Ruperti-Gymnasium Mühldorf a.Inn, which he graduated from high school in 1976 as a pupil in a jumping class a year earlier than normal. He then started studying veterinary medicine at the Ludwig Maximilians University (LMU) in Munich .

After passing the state examination in veterinary medicine in 1981, Huber went into private practice for a year. In the years 1982/84 he worked as an assistant to Professor Horst Kräußlich at the Department of Animal Husbandry of the University of Munich and received his doctorate there in 1983 with investigations into claws parameters to young bulls in the Bavarian performance test stations for Dr. med. vet. Since 1984 he has been employed as a veterinarian at the Tiergesundheitsdienst Bayern eV (TGD). In 1988 he became a specialist veterinarian for pigs and has been head of the pig health service in the TGD since 1997 .

Huber is a Roman Catholic, has been married to Adelgunde since 1982 and has three children, including Tobias M. Huber .

In May 2003 Huber took over the chairmanship of the CSU district association Mühldorf a. Inn. In the state elections in 2003 , he won 71.4 percent of the votes as a direct candidate in constituency 121 (Mühldorf am Inn) and entered the Bavarian state parliament for the first time. There he was a member of the committees for public service issues and for the environment and consumer protection. He was also a member of the Committee of Inquiry into Game Meat and Consumer Protection.

In October 2007 the newly elected Bavarian Prime Minister Günther Beckstein appointed him to his cabinet as State Secretary in the State Ministry for the Environment, Health and Consumer Protection .

In the state elections in 2008 Huber achieved the best first vote result in the country with 54.1%. After his appointment as Minister of Agriculture, which he believed to be secure, failed due to the resistance of several CSU district associations against the appointment of too many Upper Bavarian ministers, Huber belonged to the Seehofer I cabinet as State Secretary in the Ministry of Culture . In the 2013 state elections , he was re-elected with 63.1%.

After Siegfried Schneider was appointed President of the Bavarian State Office for New Media , Huber took over the management of the Bavarian State Chancellery on March 17, 2011. With that he was also chairman of the board of the MedienCampus Bayern , the umbrella organization for media education and training. From November 4, 2011 to October 10, 2013, Huber was Bavarian State Minister for Environment and Health. On October 10, 2013, the Bavarian State Ministry for Environment and Health was formed into two independent State Ministries, the State Ministry for Environment and Consumer Protection and the State Ministry for Health and Care , which is why Huber was the Bavarian State Minister for Environment and Consumer Protection until September 5, 2014 .

Until October 10, 2014, as a member of the state government, he was also a full member of the Commission for the Storage of Highly Radioactive Waste (Repository Commission) in accordance with Section 3 of the Site Selection Act .

After Christine Haderthauer resigned on September 1 in the wake of the model car affair , Huber took over her posts as head of the state chancellery and state minister for federal affairs and special tasks. He also took over Haderthauer's position in the Broadcasting Council of Bavarian Radio . He held these offices until Prime Minister Seehofer's resignation on March 13, 2018.

From March 21, 2018 to November 12, 2018, he again held the office of Bavarian State Minister for the Environment and Consumer Protection in the Söder I cabinet .

In the state election in 2018 , he defended the direct mandate in the Mühldorf district with 48.2%. In the new state government, Thorsten Glauber of the Free Voters became the new Environment Minister. Furthermore, Huber is a member of the Committee for Housing, Construction and Transport in the Bavarian State Parliament.

Right of asylum

At a cabinet meeting of the Bavarian state government in October 2014, Huber called on the federal government to make a “national effort” to cope with the influx of asylum seekers. After a hunger strike by asylum seekers in Munich in November 2014, Huber accused them of ingratitude and rejected their demand for immediate recognition, referring to legal proceedings as "out of the question".

In January 2015, in an interview with the Passauer Neue Presse , Huber clearly criticized the length of the ongoing asylum procedures, which led to high costs for the federal states. In the case of people who “obviously have no reason for asylum”, the procedure must “be completed in 14 days”. In February 2015, Huber described the sharp increase in asylum seekers from Kosovo as an “organized abuse of the right to asylum”, which overwhelmed the German authorities and was a threat to the state.

Huber rejected an initiative of the SPD for same-sex marriage in June 2015. Huber described marriage as the nucleus of society. Although the world has changed and other forms of life are part of society, a marriage between a man and a woman has a “different dimension,” emphasized Huber.

Other engagement

Marcel Huber has been chairman of the Catholic men's association in Tuntenhausen since the end of 2009 .

Marcel Huber is a long-time member of the Ampfing volunteer fire brigade and was its commander until 2009. In his free time he builds nativity scenes, and during Advent he also looks after the nativity scene in the Ampfing church. With bass tuba and double bass he participates in the Ampfing wind group on festive occasions.

Huber has been President of the Upper and Lower Bavarian Music Association since 2013 . He acts as a mentor for the 113th officer course at the Air Force Officer School .

At the beginning of 2017, Huber was accepted into the CV as an honorary member of the Catholic student association KDStV Aenania Munich .

In 2019 he took over the chairmanship of the association of friends and sponsors of the Center for Environment and Culture in Benediktbeuern from Georg Fahrenschon .
