Otmar Bernhard
Otmar Bernhard (born October 6, 1946 in Munich ) is a Bavarian state politician ( CSU ) and former member of the Bavarian state parliament. From 2005 to 2007 he was State Secretary and from 2007 to 2008 Bavarian State Minister for the Environment, Consumer Protection and Health .
Life
education
Otmar Bernhard passed his Abitur in 1966 at the Ludwigs-Gymnasium in the Munich district Sendling-Westpark and then studied law at the Ludwig Maximilians University in Munich . In 1975 he passed the second state examination in law and received his doctorate in 1976 on the subject of “Proposals for the reorganization of the building land market and their compatibility with the Basic Law”. Then Bernhard entered the higher administrative service of the Free State of Bavaria .
From 1979 to 1987 Bernhard was the office manager of the Bavarian State Minister for Federal and European Affairs, Peter Schmidhuber . In 1988 he became deputy managing director of the CSU parliamentary group and in 1989 moved to the Bavarian State Ministry of Finance as Ministerialrat.
Political party
He has been a member of the CSU since 1970. From 1994 to December 2005 he was deputy chairman of the CSU parliamentary group, responsible for economic, financial and tax policy. Bernhard was district chairman of the CSU Munich-West from 1999 to 2004. On September 18, 2004, he was elected district chairman of the Munich CSU after Monika Hohlmeier resigned from this office in connection with the " Munich CSU affair ". He is a member of the Mittelstands-Union .
Public offices
Bavarian State Parliament
On October 14, 1990 Otmar Bernhard was elected for the first time for the constituency of Munich-Pasing as a member of the Bavarian State Parliament, a mandate that he held until 2018. Since 1990 he has chaired several committees of inquiry, including a. in the investigation committee to clarify the processes at the Landeswohnungs- und Städtebaugesellschaft mbH Bavaria (LWS). He was also a member of the State Budget and Financial Affairs Committee of the Bavarian State Parliament from 1990 to November 2005. Until 2018 he was a member of the Committee on Economy, Infrastructure, Transport and Technology. In 2018 he no longer ran.
State Secretary
On November 29, 2005, Bernhard was appointed State Secretary in the Bavarian State Ministry for Environment, Health and Consumer Protection, replacing Emilia Müller , who at the same time became State Minister for Federal and European Affairs .
Minister of State for the Environment, Consumer Protection and Health
On October 16, 2007, Bernhard was appointed Minister-President Günther Beckstein's successor to Werner Schnappauf as Minister of State for the Environment, Consumer Protection and Health. Prime Minister Horst Seehofer did not reappoint him to the state government, from which he therefore resigned in October 2008.
Broadcasting Council of the Bavarian Radio
Bernhard is one of the members of the Bavarian Broadcasting Council sent by the CSU parliamentary group .
Private
Otmar Bernhard was married to Clarita Bernhard's first marriage. Clarita Bernhard died in 1995. Otmar Bernhard has been married to Gisela Mayrhofer for the second time since 2003. Until his appointment to the Bavarian State Government, he worked as a lawyer in Munich and resumed this activity in November 2008.
Awards
On June 20, 2001 Otmar Bernhard was awarded the Bavarian Order of Merit by Prime Minister Edmund Stoiber . On February 20, 2008, Alois Glück , President of the State Parliament, presented Otmar Bernhard with the Bavarian Constitutional Medal in gold in the Maximilianeum .
